Job summary

The Commonwealth of Kentucky, Energy & Environment Cabinet, Office of Administrative Services, is seeking a Purchasing Officer II in Franklin County to support procurement operations and payment processing for goods and non-professional services.

You will conduct purchasing activities under Small Purchase Authority, ensure compliance with the Kentucky Model Procurement Code, and develop RFQs while guiding agency staff through procurement procedures.

Qualifications

• Bachelor's degree from an accredited college or university.
• Two years of purchasing experience.
• Experience with public procurement practices is preferred.

Responsibilities

• Review and process procurement and payment documents to ensure accuracy and compliance.
• Monitor purchases for conformance with the Kentucky Model Procurement Code and provide guidance to staff.
• Create and process requisitions for purchases exceeding Small Purchase Authority for review and approval.
• Develop and issue requests for quotes, evaluate vendor responses, and assist with award decisions.
• Procure goods and non-professional services within the agency's Small Purchase Authority.
