Job summary

The City of Hopewell seeks a senior professional to provide highly complex staff assistance to the Director of Public Works, planning, organizing, and directing engineering operations including construction project management and stormwater program leadership.

You will supervise management and professional staff, administer contracts, oversee CIP projects, and coordinate state/federal grants; represent the department in public and inter-departmental settings.

Qualifications

• Bachelor’s degree in Civil Engineering, Construction Management, or a related field and extensive experience in civil engineering and public works services, including supervisory experience.

Responsibilities

• Assist the Director of Public Works in planning and establishing priorities and budgets.
• Oversee and participate in the selection and management of consultants and contracts.
• Participate in staff selection, training, and performance management to address deficiencies and implement discipline when needed.
• Develop and implement internal services supporting city-wide Public Works operations; monitor workflow and evaluate methods.
• Administer contracts; negotiate change orders; oversee project documentation and metrics (schedule, budget, earned value).
• Manage and maintain the Public Works CIP; create new projects as identified; ensure compliance with city specifications.
• Identify and submit State and Federal grant applications; oversee Right-of-Way management and related permits.
• Lead design and review activities for Plan of Development submissions and CIP projects; coordinate with divisions and other departments.
• Represent the department at City Council meetings and inter-departmental groups; provide technical assistance.
• Oversee public meetings/hearings as required for design/construction projects and address public inquiries.
• Oversee IFB package preparation; scope, proposals, funding sources for contracts and consultants.
• Oversee VDOT Locally Administered Projects governance, lane mileage, inspections, pavement and traffic programs.
• Lead pavement evaluation priority setting and the annual resurfacing program.
