Job summary

Qualifications

• Bachelor's degree in civil engineering or related field with 4+ years in construction management.
• Equivalent combination of education and experience providing required knowledge, skills, and abilities.
• Valid driver's license in the Commonwealth of Virginia.

Responsibilities

• Oversees the design, management, and inspection of CIP projects.
• Supervises assigned personnel; directs, trains, inspects, and evaluates staff performance.
• Participates in and oversees staff assigned to Public Works Permitting Administration processes involving ROW work.
• Develops scope of work, bid components, and special provisions for CIP projects and annual contractor assignments.
• Assists Deputy Director in overseeing the City paving management program.
• Manages RFIs, notices of delays, change orders, and schedules for Deputy Director recommendations.
• Prepares IFB packages and coordinates with Purchasing on issuance.
• Manages LAP with VDOT to ensure guidelines, submissions, scheduling, and performance measures.
• Maintains Materials Notebooks and QA/QC project records.
• Reviews and processes invoices for CIP projects and contractor assignments.
• Conducts field investigations of drainage, pavement, and infrastructure conditions.
