Job summary

Kimmel & Associates is seeking a Division Manager – Public Works for a well-established Northern California heavy civil firm. You will build and lead a new public works division, shaping strategy and delivering complex projects for Bay Area clients.

The role requires 10+ years in construction with strong estimating and project management skills, plus established public-sector connections. Base salary ranges from $250,000 to $285,000 with potential equity and executive-level opportunities.

Qualifications

• 10+ years of progressive construction experience with leadership in project management or operations.
• Bachelor's degree in Civil Engineering, Construction Management, or related field preferred.
• Established relationships with Bay Area public agencies or other public-sector clients.
• Experience in heavy civil or specialty construction including shoring, foundations, or demolition.
• Strong understanding of public contracting processes and compliance.

Responsibilities

• Build and lead the public works division from strategy through estimating and delivery.
• Develop relationships with Bay Area public agencies and municipalities.
• Identify and win public works opportunities ranging from $100K to $3M.
• Lead estimating, bidding, and bid strategy while managing awarded projects.
• Coordinate with ownership on business strategy and market development.
• Oversee day-to-day project execution and client relationships.
• Provide leadership for field operations including shoring, micropiles, and earthwork.
• Establish processes, reporting, and discipline to support public-agency clients.
• Recruit, develop, and lead the division team as it grows.
• Position the division for growth into executive leadership and potential equity.
