Job summary

Franklin County in North Carolina is seeking an innovative Public Utilities Director to lead a countywide water and sewer enterprise and shape the future of a rapidly expanding community within the Research Triangle Region.

Reporting to the County Manager, the Director will plan, direct, and administer all functions of the Public Utilities Department, including engineering, treatment, distribution, capital planning, customer service, and regulatory compliance.

Qualifications

• Education: Bachelor's degree in civil, environmental, or related engineering; MBA preferred.
• Experience: 10+ years in public utilities or related fields with at least 5 years in senior leadership.
• Licenses: Current PE license or eligibility; must obtain NC PE within 12 months.

Responsibilities

• Plan, direct, and administer all functions of the Public Utilities Department.
• Provide strategic leadership for approximately 55 employees across three executive branches.
• Collaborate with the County Manager, municipal partners, regulators, and regional water providers.
