Job summary

Frederick County Government in Maryland seeks a seasoned leader to head the Division of Water and Sewer Utilities, overseeing operations, strategic planning, and the annual budget for water and wastewater services.

You will manage enterprise funds, the Capital Improvements Program, regulatory compliance, and interagency collaboration while leading a team of professionals and reporting to the County Executive.

Qualifications

• Bachelor's degree in Business Management, Public Administration, Engineering, Environmental Science, or a related field.
• 10+ years managing water or wastewater operations with at least 5 years supervising staff.
• Valid driver's license.

Responsibilities

• Lead division planning and strategic direction for Water and Sewer Utilities.
• Plan, coordinate, and supervise the overall operation of the Division.
• Oversee CIP and budget processes and contract management.
• Engage with County Executive, CFO, and elected officials on utilities matters.
• Ensure compliance with local, state, and federal regulations.
• Represent the division in public hearings, meetings, and with regulatory agencies.
