Job summary

Franklin County is seeking a visionary Public Utilities Director (PE) to lead its water and sewer enterprise. You will report to the County Manager and oversee 55 employees across three executive branches—Operations, Infrastructure Services, and Business Services—while ensuring reliable, financially sustainable utility services for a growing region.

This role requires a PE license in NC (or another U.S. jurisdiction) within 12 months, a bachelor’s in engineering, and at least 10 years in

Qualifications

• Bachelor's degree in civil, environmental, or related engineering discipline.
• MBA preferred.
• Ten years of progressively responsible experience in public utilities, water or wastewater systems, with at least five years in senior leadership.

Responsibilities

• Plan, direct, organize, and administer all functions of the County's Public Utilities Department.
• Provide strategic leadership for ~55 employees across Operations, Infrastructure Services, and Business Services.
• Collaborate with County Manager, commissioners, municipal partners, and region to ensure reliable, financially sustainable utility services.
