DESCRIPTION OF DUTIES
The Public Service Representative (PSR) serves as a primary non-sworn point of contact between the Police Department and the community. The position performs customer service, administrative, records, and non-emergency support functions, including receiving routine reports, assisting citizens with department services, processing administrative transactions, and providing non-hazardous field support. The position assists in improving access to police services while allowing sworn personnel to focus on law enforcement and emergency response activities.
ESSENTIAL JOB FUNCTIONS
- Serves as a professional and courteous point of contact for members of the public at department facilities, by telephone, electronically, and in other approved service settings.
- Greets visitors, answers non-emergency calls, assesses routine inquiries, and directs citizens to the appropriate department, division, resource, or service.
- Receives and documents reports involving eligible non-violent, non-emergency, or delayed incidents, including lost property, minor vandalism, delayed thefts, and other matters authorized by departmental procedures.
- Assists citizens with the submission of eligible reports through approved online reporting systems and provides guidance regarding required information and documentation.
- Reviews submitted information for completeness and accuracy and enters reports and related information into applicable department records systems.
- Processes vehicle impound releases and verifies required documentation, authorizations, fees, and other applicable requirements prior to release.
- Assists with citation-related administrative services and processes authorized payments, fees, forms, and documentation in accordance with established procedures.
- Provides citizens with general information regarding department services, community resources, social services, and other appropriate governmental or community organizations.
- Provides information regarding civil matters and refers citizens to appropriate courts, agencies, legal resources, or other services when the matter falls outside the Department's authority.
- Assists sworn personnel with non-hazardous administrative or field support activities, including traffic control, special events, school crossings, public gatherings, and designated scene perimeters, as assigned.
- Maintains accurate records, forms, logs, reports, and other documentation related to assigned activities.
- Handles confidential and sensitive information in accordance with applicable laws, departmental policies, and established procedures.
- Assists with community outreach, public information activities, and departmental events as assigned.
- Uses conflict resolution and de-escalation techniques when assisting individuals who may be upset, frustrated, or experiencing stressful circumstances.
- Operates computers, telephones, records systems, payment systems, and other equipment necessary to perform assigned duties.
- Maintains professional relationships with sworn and civilian personnel, other City employees, community organizations, and members of the public.
- Performs other related duties as assigned.
Qualifications:
DESIRED SKILLS/KNOWLEDGE/ABILITIES
- Knowledge of customer service principles, office practices, and public-facing administrative procedures.
- Knowledge of general law enforcement terminology, procedures, and department services preferred.
- Knowledge of records management systems and basic data entry procedures.
- Knowledge of community resources and governmental services sufficient to make appropriate referrals.
- Ability to communicate effectively and professionally with individuals from diverse backgrounds.
- Ability to remain calm, courteous, and professional when dealing with difficult or emotionally distressed individuals.
- Ability to use conflict resolution and de-escalation techniques appropriately.
- Ability to accurately document information and complete reports and forms.
- Ability to maintain confidentiality and exercise discretion when handling sensitive information.
- Ability to organize and prioritize multiple assignments while meeting established deadlines.
- Ability to operate computers, databases, payment systems, telephones, and standard office equipment.
- Ability to establish and maintain effective working relationships with department personnel, other City employees, outside agencies, and the general public.
- Ability to communicate effectively, both orally and in writing.
- Ability to work independently and exercise sound judgment within established policies and procedures.
- Ability to speak or understand a second language is preferred.
TRAINING AND EDUCATION QUALIFICATIONS
Minimum Qualifications
- High School Diploma or GED.
- Two (2) years of experience in customer service, public intake, administrative support, community service, or a related field.
- Must successfully pass an extensive background investigation.
- Any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities.
- Possession of a valid driver's license.
Preferred Qualifications
- Associate degree in Criminal Justice, Public Administration, Business Administration, Human Services, or a related field.
- Previous experience in a law enforcement, municipal government, court, public safety, or community service environment.
- Experience working with records management systems or other public safety databases.
- Multilingual communication skills.
ESSENTIAL PHYSICAL/MENTAL ABILITIES
- Occasionally: Standing, walking, bending, reaching, crouching, lifting and carrying items weighing up to 25 pounds, and working outdoors during assigned field support activities.
- Frequently: Sitting, standing, walking, talking, repetitive use of hands and arms, concentrating on tasks, reading, entering information, examining and observing details, making decisions, and communicating with others.
- Ability to work in public-facing environments and maintain professionalism during stressful or emotionally challenging interactions.
- Ability to work outdoors for extended periods when assigned to special events, traffic control, school crossings, or other approved field support activities.
