DESCRIPTION OF DUTIES

The Police Major is a command-level law enforcement position responsible for providing leadership, direction, and oversight of assigned divisions, units, personnel, and police operations within the Police Department. The Major serves under the direction of the Chief of Police and assists in implementing departmental goals, policies, procedures, and operational priorities. The position provides command oversight of Lieutenants, Sergeants, Officers, and other assigned personnel; coordinates departmental operations; monitors performance and compliance; and serves as a senior liaison between the Chief of Police and subordinate command staff. Work requires considerable independent judgment, leadership, decision-making, communication, and knowledge of law enforcement practices and municipal public safety operations.

ESSENTIAL JOB FUNCTIONS
  • Provides command-level leadership, direction, and oversight for assigned Police Department divisions, units, functions, and personnel.
  • Serves under the direction of the Chief of Police and assists in implementing the Chief's goals, directives, policies, procedures, and operational priorities.
  • Provides direct command oversight and supervision of assigned Lieutenants and other subordinate personnel.
  • Ensures that Sergeants, Officers, and other assigned personnel operate in accordance with departmental policies, procedures, applicable laws, training requirements, and professional standards.
  • Directs and coordinates police operations and activities within assigned areas of responsibility.
  • Reviews departmental operations, staffing, workload, performance, and resource needs and makes recommendations to the Chief of Police.
  • Assists the Chief of Police in developing and implementing departmental policies, procedures, directives, strategic initiatives, and operational plans.
  • Translates departmental goals and directives into operational expectations and communicates those expectations to subordinate command staff.
  • Monitors the performance and effectiveness of assigned divisions and units and takes or recommends appropriate corrective action when necessary.
  • Reviews reports, operational records, activity summaries, and other departmental documentation for accuracy, completeness, compliance, and appropriate follow-up.
  • Reviews and evaluates significant incidents, arrests, use-of-force incidents, pursuits, complaints, and other matters as directed by the Chief of Police.
  • Responds to and provides command oversight during major incidents, critical events, emergencies, public safety situations, and other incidents requiring senior-level police command.
  • Coordinates with the Chief of Police and other command personnel regarding significant incidents, operational concerns, staffing issues, and emerging public safety matters.
  • Assists in developing staffing plans, deployment strategies, schedules, assignments, and operational coverage to support departmental objectives.
  • Evaluates departmental staffing, equipment, technology, vehicles, facilities, and other resource needs and makes recommendations to the Chief of Police.
  • Assists with the preparation and administration of the Police Department's operating budget and monitors expenditures within assigned areas of responsibility.
  • Reviews and approves administrative and operational requests within established authority and departmental procedures.
  • Assists with the development and implementation of departmental training programs and identifies training needs for command and subordinate personnel.
  • Ensures subordinate supervisors appropriately address employee performance, conduct, attendance, training, and other personnel matters in accordance with City and departmental policies.
  • Participates in internal administrative investigations and reviews personnel complaints or disciplinary matters as assigned by the Chief of Police.
  • Maintains accountability for the conduct, performance, and operational readiness of assigned personnel.
  • Provides guidance and direction to Lieutenants and other subordinate supervisors regarding personnel management, operational decisions, and policy implementation.
  • Assists with recruitment, selection, promotion, assignment, evaluation, and development of Police Department personnel as assigned.
  • Represents the Police Department at meetings with City leadership, other governmental agencies, law enforcement agencies, community organizations, and other stakeholders as directed.
  • Establishes and maintains effective working relationships with the Public Safety Director, Chief of Police, City departments, elected officials, governmental agencies, courts, prosecutors, community organizations, and the public.
  • Serves as a liaison with other law enforcement and public safety agencies on operational matters and collaborative initiatives.
  • Assists with emergency preparedness, incident response planning, interagency coordination, and continuity of operations.
  • Participates in community engagement activities and represents the Police Department at public meetings, community events, and other official functions as assigned.
  • Assists with the development and implementation of departmental strategic plans, performance measures, organizational initiatives, and continuous improvement efforts.
  • Monitors compliance with applicable federal, state, and local laws, regulations, accreditation standards, City policies, and Police Department directives.
  • Reviews and evaluates departmental policies and procedures and recommends revisions when necessary to improve effectiveness, efficiency, safety, and compliance.
  • Maintains knowledge of current law enforcement practices, legislation, court decisions, public safety trends, and professional standards affecting police operations.
  • Prepares or reviews command-level reports, presentations, correspondence, operational assessments, and other documents for the Chief of Police.
  • Provides command-level briefings and communicates operational information to the Chief of Police and subordinate command staff.
  • Assumes command responsibilities in the absence of the Chief of Police as specifically designated or authorized.
  • Responds to emergency situations and may be required to work extended, irregular, evening, weekend, holiday, or on-call hours as necessary to support departmental operations.
  • Maintains confidentiality of sensitive law enforcement, personnel, investigative, operational, and administrative information.
  • Performs other related duties as assigned.

TRAINING AND EDUCATION QUALIFICATIONS
Minimum Qualifications
  • Bachelor's degree from an accredited college or university in Criminal Justice, Public Administration, Police Administration, Business Administration, or a related field and or;
  • Ten (10) years of progressively responsible law enforcement experience, including (5 years) of supervisory and command-level experience and must hold a valid Georgia Peace Officer Standards and Training Council (POST) certification in good standing.
  • Must meet all applicable requirements for appointment and continued service as a law enforcement officer in the State of Georgia.
  • Must successfully pass an extensive background investigation.
  • Must possess a valid driver's license.
  • Any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities.
  • Proficiency in Google Workspace applications.
Preferred Qualifications
  • Master's degree in Criminal Justice, Public Administration, Public Safety Administration, Business Administration, or a related field.
  • Previous experience serving as a Police Major, Captain, Commander, or comparable command-level law enforcement position.
  • Graduation from the FBI National Academy, Southern Police Institute, Georgia International Law Enforcement Managers Institute (ILEMI), or another recognized executive or command-level law enforcement leadership program.
  • Experience supervising Lieutenants, Sergeants, Officers, and other law enforcement personnel.
  • Experience managing multiple divisions, units, or major departmental functions.
  • Experience with municipal law enforcement administration, strategic planning, budget development, policy development, and organizational management.
  • Experience coordinating multi-agency emergency response or major public safety operations.
