The State of Maryland seeks a Senior Data and Performance Manager to advance performance management and data-driven decision making across state government. The role collaborates with the Governor’s Office of Performance Improvement and agencies to implement Moore-Miller priorities.

Based in Annapolis, MD with teleworking flexibility, the position emphasizes data analysis, strategic planning, and clear communication to translate complex data into actionable policy and improved service delivery.

Qualifications

• Bachelor’s degree from an accredited college or university.
• At least eight (8) years of experience as a Performance Analyst, Policy Analyst, Data Analyst, Research Assistant, or in a similar role.
• Note: Candidates may substitute 4 additional years of experience for the education requirement.

Responsibilities

• Lead Governor’s Office of Performance Improvement projects with agencies to advance Moore-Miller administration priorities.
• Develop analytical strategies and performance approaches to guide operations and state-wide implementation.
• Conduct research to identify relevant data and data sets to influence decision-making and implementation plans.
• Serve as liaison with technical teams to connect data systems, processes, and working groups with the administration’s performance approach.
• Conduct statistical analyses to test hypotheses and inform decisions.
• Build relationships with data and performance leads to support data-driven decision making across state government.
• Provide expertise to the Chief and Deputy Chief Performance Officers to support data-driven decisions.
