Job summary

The New York City Office of Technology & Innovation (OTI) seeks an IT Project Specialist to lead high-visibility public safety, emergency management, and technology initiatives through the full project lifecycle in Brooklyn offices. The role requires coordinating cross-functional teams and ensuring delivery on time and within budget.

You will develop governance artifacts, oversee budgeting and risk management, and mentor project managers while aligning with city priorities.

Qualifications

  • Minimum Qualifications include a degree or equivalent with 4+ years of relevant full-time experience or 8 years with a different combination.
  • Experience with governance, budgeting, risk management, and PMO processes in large-scale projects.
  • Public sector or NYC government experience strongly preferred.
  • Strong communication and leadership abilities for cross-functional teams.

Responsibilities

  • Lead and manage complex, high-visibility public safety and technology initiatives through full project lifecycle.
  • Develop and maintain integrated project plans, schedules, resource strategies, and governance artifacts.
  • Coordinate cross-functional teams including City staff, consultants, vendors, and stakeholder agencies to meet objectives.
  • Provide project status reporting to executive leadership, facilitate decisions, manage escalations.
  • Oversee project governance, budgeting, risk/issue management, change management, and PMO adherence.
  • Support procurement and vendor management activities (SOWs, contracts, RFPs, and deliverables).
  • Review and coordinate business/technical requirements, architecture, testing, and transition plans.
  • Provide leadership and mentorship to Project Managers supporting PMO process improvements.
  • Coordinate transition to production support and knowledge transfer with asset management.
  • Perform special projects and initiatives as assigned.

The successful candidate will serve as a Public Safety Senior Project Manager reporting to the Public Safety Division. Responsibilities will include:



  • Lead and manage complex, high-visibility public safety, emergency management, and technology initiatives throughout the full project lifecycle, including planning, execution, implementation, transition, and closeout activities

  • Develop and maintain integrated project plans, schedules, resource strategies, communication plans, risk mitigation plans, and governance documentation to ensure successful project delivery

  • Provide strategic oversight and coordination of cross-functional teams consisting of City staff, consultants, vendors, and stakeholder agencies, ensuring alignment with operational priorities, timelines, and program objectives

  • Engage regularly with executive leadership, agency stakeholders, and technical teams to provide project status reporting, facilitate decision-making, manage escalations, and ensure effective stakeholder communication

  • Oversee project governance, budgeting, risk and issue management, change management, and adherence to PMO methodologies, OTI standards, and established project management best practices

  • Support procurement and vendor management activities, including development and review of Statements of Work (SOWs), contracts, RFPs, and vendor deliverables

  • Review and coordinate project artifacts including business and technical requirements, architecture documentation, implementation plans, testing documentation, operational readiness materials, and transition support plans

  • Provide leadership, guidance, and mentorship to Project Managers supporting ongoing PMO process improvement initiatives and operational maturity efforts

  • Coordinate with operational and technical support teams to ensure successful transition of projects into production support, including knowledge transfer, asset management coordination, and identification of future operational support needs

  • Perform special projects and initiatives as assigned


HOURS/SHIFT

Day - Due to the necessary technical duties of this position in a 24/7 operation, candidate may be required to work various shifts such as weekends and/or nights/evenings.

Minimum Qualifications


  • A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

  • An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

  • A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

  • Education and/or experience which is equivalent to "1", "2", or "3" above.


Preferred Skills

The successful candidate should possess the following:



  • 12+ years of progressive experience managing large-scale infrastructure and enterprise application projects through full lifecycle delivery such as CAD, telephony, voice and data networks, enterprise systems, IT security, logging/recording, radio, public safety communications systems, etc.

  • 3+ years of demonstrated supervisory or managerial experience leading project teams, consultants, or blended delivery teams in complex, multi-stakeholder environments

  • Strong background in vendor and contract management, including performance oversight, deliverable management, and support for procurement processes (RFPs, SOWs, and related activities)

  • Proven ability in project planning and controls, including work breakdown structure (WBS) development, schedule management, and resource planning using tools such as Microsoft Project, Smartsheet, or equivalent platforms

  • Exceptional communication skills with demonstrated experience presenting to executive leadership, facilitating stakeholder engagement, and producing clear written and visual project documentation

  • Strong leadership, negotiation, and conflict resolution skills with the ability to drive alignment across technical teams, operational stakeholders, and executive sponsors under aggressive timelines

  • Highly effective organizational and systems-thinking capabilities, with a focus on quality, risk management, and cross-functional coordination in complex environments

  • PMP certification preferred or equivalent project management professional qualification

  • Experience working within or closely supporting New York City government or similarly complex public sector environments strongly preferred
