Job summary

The Massachusetts Department of Public Health (DPH) is seeking an experienced Director of Contracts and Payments within BCHAP. You will lead procurement, contracting, purchasing, contract monitoring, and payment operations to support public health programs and ensure strong financial management and compliance.

You will supervise seven staff (three direct reports, four indirect), collaborate with the Fiscal Unit and program teams, and advance RACIAL EQUITY considerations in contracting and

Qualifications

• Five years of financial management experience, including budgeting and reporting.
• At least one year in project management, supervisory, or managerial capacity.
• Bachelor's degree required; substitutions allowed per policy.
• Graduate degree or higher may substitute for up to three years of required experience.
• Doctorate may substitute for four years of required experience.

Responsibilities

• Oversee BCHAP procurement, contracting, purchasing, contract monitoring, and payment operations.
• Supervise staff and provide leadership, coaching, and professional development.
• Develop and monitor policies for contracting and purchasing; strengthen internal controls.
• Collaborate with Fiscal Operations, program managers, and other bureaus to align funding and financial analysis.
