Job summary

The Massachusetts Department of Public Health seeks a seasoned Director of Contracts and Payments to lead procurement, contracting, purchasing, and payments for BCHAP. Qualifications

• Experience leading procurement, contracting, purchasing, and payment operations in a complex public sector or healthcare setting.
• Knowledge of fiscal management, grant management, and budget analysis.
• Ability to supervise and develop staff; strong leadership and communication skills.
• Familiarity with state procurement rules and compliance standards.

Responsibilities

• Oversee BCHAP procurement, contracting, purchasing, contract monitoring, and payment operations with compliance and strong internal controls.
• Direct purchases within delegated authority; supervise staff and ensure proper documentation and approvals.
• Provide strategic planning and performance management for contracting and purchasing activities.
• Coordinate funding, grants, and financial analysis with Fiscal Unit and program teams.
• Incorporate racial equity considerations into contracting and procurement practices.
