Job summary

UES, a national leader in geotechnical engineering, environmental consulting, and materials testing, seeks a Proposal Specialist II to develop, edit, and produce high-quality proposals in response to RFPs, RFQs, and RFIs. You will own portions of proposal development and ensure clarity, compliance, and brand consistency across deliverables, working with the Proposal Manager and cross-functional teams.

Qualifications

  • Bachelor’s degree in Marketing, Communications, English, Journalism, Business, or related field.
  • 4+ years of experience in proposal writing or coordination within the A/E/C, environmental, engineering, or professional services industries.
  • Ability to develop persuasive, technically accurate, and well-organized proposal content.
  • Proficiency with Adobe InDesign and Microsoft Office Suite; experience with Adobe Creative Cloud and CRM/proposal tracking systems is a plus.
  • Excellent attention to detail, time management, and communication skills.
  • Ability to work independently and collaboratively across remote and distributed teams.
  • Experience interpreting and responding to public and private sector procurement documents (RFPs, RFQs, RFIs).
  • Strong organization skills with the ability to manage multiple concurrent deadlines.

Responsibilities

  • Lead complex, multi-volume proposals with project teams and the Proposal Manager.
  • Write, edit, refine content across proposal sections to ensure clarity and compliance with win themes.
  • Translate technical input into clear, compelling content for diverse client audiences.
  • Develop outlines, compliance matrices, and production schedules for timely submissions.
  • Contribute to proposal strategy including themes, differentiators, and messaging.
  • Review draft content from junior team members for quality and brand alignment.
  • Collaborate to maintain boilerplate libraries, templates, and staff bios.
  • Support proposal reviews, kickoff meetings, and debriefs.
  • Track proposals, CRM updates, and reporting on pursuits and win rates.
  • Other duties as assigned.

Working closely with the Proposal Manager, business development, and technical teams, the Proposal Specialist II helps craft compelling narratives that reflect the firm’s value proposition and technical expertise.

Responsibilities
  • Lead development of complex or multi-volume proposals and qualifications packages, working closely with project teams, SME's, and the Proposal Manager.
  • Write, edit, refine content across proposals sections-resumes, projects sheets, executive summaries , narratives-ensuring clarity, compliance, and alignment with win themes.
  • Translate technical and non-technical input to clear, compelling content tailored to divers client audiences.
  • Interpret RFP/RFQ requirements and develop outlines, compliance matrices, and production schedules to support to timely, compliant submissions.
  • Contribute to proposal strategy development, including with themes, differentiators, and tailored messaging.
  • Review and edit draft content developed by junior team members for quality, consistency, and brand alignment.
  • Collaborate with the Proposal Manager and marketing team to maintain and enhance boilerplate libraries, templates, project sheets, and staff bios.
  • Support proposal reviews, kickoff meetings, and debriefs, contributing lessons learned and process improvement recommendations.
  • Support proposal metrics tracking, CRM updates, and reporting on pursuits and win rates as needed.
  • Other duties as assigned.

Travel Requirements
  • This position does not require regular travel as part of its primary responsibilities. However, occasional

travel may be required, up to 10%, primarily for occasional off-site meetings, training sessions, or company events. Travel, when necessary, will be communicated in advance and aligned with business needs.

  • This position primarily operates in a professional office environment, requiring the ability to work at a desk for extended periods while using a computer, phone, and standard office equipment.
  • The position involves sitting for extended periods, performing data entry, and engaging in frequent communication via email, phone, and in-person interactions.
