Job summary

TLN Worldwide Enterprises Inc. in Washington, DC, is seeking a seasoned Project Manager to lead contractor support for the US Coast Guard CG-C5I Operational Technology programs.

You will act as the primary interface between the contractor team, the Contracting Officer, and the Contracting Officer’s Representative, guiding execution and governance. The role requires federal procurement experience, excellent communication, and the ability to manage deliverables, schedules, risks, and staffing

Qualifications

  • PMP certification and federal project management experience.
  • Experience managing contracts with Government agencies (DHS/DoD/Coast Guard/C5I).
  • Experience interfacing with government leadership, COs, CORs, and program stakeholders.
  • Proven ability to manage schedules, deliverables, risks, and status reporting.
  • Strong written and verbal English communication skills.
  • Ability to work ET business hours and coordinate remote teams.

The Project Manager will lead contractor support for the United States Coast Guard CG-C5I Operational Technology Integrated Systems Business Development Services effort. This position is responsible for all contractor work performed under the task order and serves as the primary point of contact between the contractor team, Contracting Officer, and Contracting Officer’s Representative.

The Project Manager will oversee project execution, deliverable management, status reporting, meeting facilitation, contractor personnel coordination, issue resolution, and quality control. The successful candidate will bring strong federal project management experience, excellent communication skills, and the ability to manage business management, process development, strategic planning, acquisition integration, and organizational change support activities in a complex Coast Guard C5I environment.

Key Responsibilities
  • Serve as the contractor’s Project Manager and primary interface with the Contracting Officer and COR.
  • Manage all contractor work performed under the task order.
  • Oversee project execution, team coordination, task tracking, and deliverable completion.
  • Provide liaison and management interface between Coast Guard stakeholders and contractor personnel.
  • Facilitate project management support meetings, including agenda development, meeting minutes, and action item tracking.
  • Participate in directorate reviews and provide recommendations to enhance project performance and mission outcomes.
  • Coordinate preparation and submission of required deliverables.
  • Maintain visibility into project schedule, technical progress, risks, issues, staffing, and upcoming milestones.
  • Ensure monthly status reports include technical progress, schedule status, travel, concerns, recommendations, expenditures, deliverable status, action items, and 30-day lookahead activities.
  • Support weekly status meetings with the Contracting Officer and COR as requested.
  • Respond to Government requests for discussion or technical issue resolution within required timeframes.
  • Ensure contractor personnel comply with DHS and Coast Guard policies, procedures, conduct expectations, security requirements, and information protection requirements.
  • Track project risks, constraints, and performance issues and recommend mitigation strategies.
  • Ensure all work products are timely, accurate, professional, and aligned with Government requirements.
  • Coordinate with Senior Management Consultants, Strategic Functional Consultants, technical SMEs, and Coast Guard stakeholders to support successful task order execution.
Requirements
  • Active Project Management Professional (PMP) certification.
  • Experience managing federal, DHS, DoD, Coast Guard, C5I, IT, acquisition, business operations, or management consulting projects.
  • Experience serving as a primary contractor interface with Government leadership, Contracting Officers, CORs, or program stakeholders.
  • Experience managing project schedules, deliverables, action items, risks, issues, and status reporting.
  • Experience facilitating meetings, preparing executive-level updates, and tracking follow-up actions.
  • Strong written and verbal communication skills.
  • Ability to read, write, speak, and understand English.
  • Ability to work during Eastern Time business hours and respond quickly to Government requests.
  • Ability to manage remote teams and coordinate across multiple stakeholder groups.
Preferred Qualifications
  • Prior experience supporting the U.S. Coast Guard, DHS, DoD, or federal C5I organizations.
  • Experience with Coast Guard C5I, OTIS, C5ISC, PEO, C4ISR, acquisition integration, or mission support programs.
  • Experience managing projects involving process improvement, organizational change, lifecycle management, strategic planning, or IT service management.
  • Familiarity with Microsoft Teams, Microsoft Project, SharePoint, Enterprise Project Management tools, and standard Microsoft Office applications.
  • Experience supporting deliverable-driven federal task orders.
  • Experience with risk management, performance reporting, and CPARS-sensitive service delivery.
