Qualifications

  • Minimum of 5 years of relevant professional experience in management consulting, program/project management, acquisition support, or related discipline.
  • Direct experience supporting the U.S. Coast Guard is required.
  • Hands-on experience developing Power BI dashboards and using SharePoint and project/schedule management tools.
  • Ability to independently perform technical analysis for Government-ready deliverables.

Responsibilities

  • Provide senior-level management consulting, technical analysis, and program support to U.S. Coast Guard C5I leadership and stakeholders.
  • Translate mission priorities and organizational objectives into executable projects, milestones, performance measures, technical activities, and management controls.
  • Support program and project planning, schedule development, resource management, risk management, stakeholder coordination, performance tracking, and executive decision support.
  • Develop and maintain Power BI dashboards that provide leadership visibility into KPIs, milestones, schedule performance, risks, actions, decisions, deliverables, readiness, resource utilization, and other program performance measures.
  • Develop data models, measures, visualizations, reports, and executive dashboards using Power BI.
  • Integrate and reconcile information from SharePoint, Microsoft Project/EPM, Excel, databases, and other approved Government data sources.
  • Develop and maintain Power Apps and Power Automate solutions supporting workflow automation, approvals, action tracking, notifications, reminders, escalations, and reporting.
  • Configure and maintain Microsoft SharePoint lists, libraries, metadata, permissions, controlled records, workflows, dashboards, and program/project repositories.
  • Develop and maintain Microsoft Project/EPM schedules, milestones, dependencies, critical activities, resource information, and Integrated Master Schedule data.
  • Reconcile schedule, risk, action, deliverable, decision, technical, logistics, and performance information prior to executive-level reporting.
  • Develop program metrics, KPIs, baselines, targets, thresholds, and performance measures and analyze trends to identify emerging risks and improvement opportunities.

Job description

Arch Systems is seeking a Senior Management Consultant to provide senior-level management, technical, analytical, and business process support to a U.S. Coast Guard C5I organization.

This is a highly hands‑on consulting role supporting the integration of program management, technology acquisition, lifecycle management, systems engineering, logistics, process improvement, performance management, data analytics, and executive decision support.

The successful candidate must be comfortable working beyond a traditional advisory role and personally performing technical and analytical work, including requirements analysis, acquisition and lifecycle documentation, technical reviews, schedule management, process development, dashboard development, data analysis, logistics and readiness support, and executive reporting.

The position will work closely with Coast Guard leadership, Product Lines, Service Divisions, acquisition programs, engineering organizations, logisticians, and operational stakeholders to support mission priorities and improve program execution.

Key Responsibilities
  • Provide senior-level management consulting, technical analysis, and program support to U.S. Coast Guard C5I leadership and stakeholders.

  • Support DoD Enterprise Service Management Framework (DESMF)-aligned process development and continuous process improvement.
  • Develop SIPOCs, process maps, swim‑lane diagrams, Tier 1/Tier 2 support processes, workflows, root‑cause analyses, and process improvement recommendations.
  • Support technology acquisition strategy, lifecycle planning, requirements traceability, technical documentation reviews, logistics planning, sustainment planning, and transition activities.
  • Review and analyze system requirements, architecture products, technical documentation, configuration information, cybersecurity dependencies, logistics artifacts, and other technical deliverables.
  • Support applicable DHS, Coast Guard, and DoD acquisition lifecycle activities and technical reviews.
  • Participate in and support SDR, PDR, CDR, IRR, OTRR, ORR, and other systems engineering, acquisition, test, and readiness reviews as applicable.
  • Support configuration management and configuration‑control activities, including impact analysis across requirements, architecture, interfaces, cybersecurity, logistics, testing, documentation, and schedules.
  • Support technical and logistical planning for C5I installations across Cutter, Boat, Aviation, Shore, and other Coast Guard operational environments.
  • Support Operational Test & Evaluation activities, requirements verification, test readiness, deficiency tracking, corrective actions, root‑cause analysis, and verification/retest activities.
  • Support transition of technology and capabilities from acquisition and implementation into operational support and sustainment.
  • Prepare executive briefings, decision papers, roadmaps, technical analyses, reports, recommendations, meeting materials, and Government‑ready deliverables.
  • Facilitate cross‑functional meetings, technical reviews, working groups, and program reviews.
  • Maintain RAID logs, decision logs, action registers, deliverable trackers, schedules, and other program‑management artifacts.
  • Support organizational change management, stakeholder engagement, and adoption of new processes, technologies, and operating models.
  • Identify program risks, operational constraints, dependencies, and process gaps and develop practical mitigation and improvement recommendations.
  • Work independently on assigned workstreams while collaborating closely with Government leadership, technical teams, and other contractor personnel.
Required Technical Skills

Candidates should have hands‑on experience with several of the following technologies and capabilities:

  • Microsoft Power BI: Dashboard development, data modeling, KPI reporting, visualization, executive reporting, and trend/risk analysis.
  • Microsoft Power Apps: Development or configuration of workflow, program‑management, and business‑process applications.
  • Power Automate: Workflow automation, approvals, notifications, reminders, escalations, and process/data integration.
  • Microsoft SharePoint: Lists, libraries, metadata, permissions, content management, document/configuration control, workflows, and data integration.
  • Microsoft Project / Enterprise Project Management: Schedule development, milestones, dependencies, resources, critical‑path analysis, Integrated Master Schedule support, and portfolio reporting.
  • Microsoft Excel: Advanced data analysis, reconciliation, metrics development, reporting, and data manipulation.
  • Microsoft 365 / Teams: Collaboration, documentation, meetings, and stakeholder communications.
  • Data Integration: Ability to collect, reconcile, validate, and integrate information from multiple files, systems, databases, and approved data sources.
  • Requirements & Traceability: Requirements matrices, technical baselines, requirements‑to‑architecture traceability, verification, and lifecycle tracking.
  • C5I / C4ISR Analysis: Systems, interfaces, architectures, configuration, installation, logistics, testing, readiness, and sustainment analysis.
Required Qualifications
  • Direct professional experience supporting the U.S. Coast Guard is required.
  • Minimum of 5 years of relevant professional experience in management consulting, program/project management, acquisition support, systems engineering, lifecycle management, logistics, technology program support, or a related discipline.
  • Demonstrated experience supporting U.S. Coast Guard technology, C5I, C4ISR, acquisition, engineering, logistics, sustainment, or mission‑support programs.
  • Hands‑on experience developing Power BI dashboards and working with Microsoft SharePoint and project/schedule management solutions.
  • Experience supporting complex technology acquisition and system lifecycle activities.
  • Experience developing, reviewing, or managing technical requirements, program plans, schedules, technical documentation, acquisition artifacts, or management deliverables.
  • Ability to independently perform technical analysis and produce high‑quality Government‑ready deliverables.
  • Experience collecting, validating, reconciling, analyzing, and presenting information from multiple data sources.
  • Experience developing program metrics, KPIs, dashboards, executive reports, and decision‑support materials.
  • Strong understanding of project controls, risk management, process improvement, performance measurement, and requirements traceability.
  • Strong technical writing, executive communication, meeting facilitation, analytical, and problem‑solving skills.
  • Ability to effectively collaborate with engineers, logisticians, acquisition professionals, program managers, Government leadership, and operational stakeholders.
  • Ability to manage multiple concurrent priorities and work independently within a small, senior‑level delivery team.
  • Ability to obtain and maintain required Government suitability, background investigation, CAC, and system access.
Preferred Qualifications
  • Experience supporting USCG C5I, C5ISC, C5I PEO, Product Lines, Service Divisions, System Support Agents, or related Coast Guard organizations.
  • Experience supporting Cutter, Boat, Aviation, Shore, or other Coast Guard operational environments.
  • Experience with C5I/C4ISR system acquisition, integration, installation, testing, transition, sustainment, or readiness.
  • Knowledge of DHS and DoD acquisition and systems engineering lifecycle processes.
  • Experience supporting Integrated Master Schedules, technical design reviews, system installations, OT&E, operational readiness reviews, or transition activities.
  • Experience with enterprise service management, continuous process improvement, logistics planning, configuration management, enterprise architecture, cybersecurity, or data management.
  • Bachelor’s degree in Engineering, Information Technology, Computer Science, Systems Engineering, Business, Management, or a related field.
  • Certifications such as PMP, ITIL, Lean Six Sigma, Microsoft Power BI/Power Platform, or related technical/program‑management certifications.

This position is primarily remote or based at a contractor facility, with periodic onsite support and travel to U.S. Coast Guard locations as mission requirements dictate.
