Job Description:

Parsons is looking for a talented PD&E Project Manager to join our team! In this role, you will serve our clients by delivering challenging PD&E projects. Candidates must live within a commutable distance of a Parsons office in Florida.

What You'll Be Doing:

• Assist with pursuit strategies using industry experience and client knowledge
• Identify key pursuits
• Lead pursuit efforts including pre-sale, teaming, proposal, interviews, and presentations
• Develop and refine project scope
• Negotiate contracts
• Collaborate and coordinate with internal and external teams during project delivery
• Monitor and mentor staff
• Lead progress meetings
• Manage scope, schedule, and budget
• Identify opportunities for follow-up work

What Required Skills You'll Bring:

• Experience delivering Major FDOT PD&E projects (e.g., new alignments, interchanges, modifications, capacity, reconstruction, bridge replacements)
• Experience in delivering projects from concept to LDCA for Type 1 and Type 2 CEs, EA’s, and EIS’s
• Proven ability to identify and target PD&E pursuits
• Experience leading pursuit efforts with teaming, scheduling, and innovative strategies
• Experience managing PD&E work, serving as PM, and coordinating with disciplines to ensure timely, on-budget delivery
• Negotiating PD&E contracts, developing staff hour estimates, schedules, and fees
• Bachelor's Degree in Engineering or related field and 12+ years of experience
• Strong management, communication, and business skills
• Knowledge of FDOT PD&E Manual and related guidelines (ETDM, EST, SWEPT, PSEE, LRE, etc.)

Desired Skills:

• Professional registration in Florida
• Graphics development skills
• Final Design experience
