Job summary

Consort, Inc. is seeking a Project Manager - Civil Engineering (Private Land Development) to lead complex development projects in Austin/Houston, Texas.

You will guide entitlement, design, permitting, bidding, and construction administration while mentoring junior staff and coordinating with clients, subconsultants, and authorities. The ideal candidate holds a Texas PE license, 6+ years in civil engineering with land development experience, and proficiency in HEC-HMS, HEC-RAS, SWMM, InfoWorks,

Qualifications

  • BS in Civil Engineering.
  • Licensed Professional Engineer (PE) in Texas and in good standing (required).
  • 6+ years of experience in civil engineering, with at least 2 years managing land development projects.
  • Experience with design and modeling software such as HEC-HMS, HEC-RAS (1D and 2D), SWMM, InfoWorks, and Civil 3D.

Responsibilities

  • Oversee all project phases including entitlement, due diligence, site planning, site / utility design, permitting, bidding, and construction administration.
  • Provide technical guidance, quality assurance, and task planning to ensure the team delivers high quality deliverables on schedule.
  • Serve as the primary point of contact for clients, project delivery team, subconsultants, and jurisdictional review staff.
  • Build and uphold a strong professional reputation by serving as a trusted advisor to clients and consultant partners through technical excellence, professionalism, and a consistent commitment to accountability, honesty, and transparency.
  • Utilize project accounting software (such as Ajera) to track team productivity, budgets, schedules, and process invoices.
  • Identify opportunities to streamline tasks or implement new tools to improve project delivery or internal team operations.
  • Cultivate a professional team environment that empowers junior staff to take initiative and supports learning through experience.

Position Title: Project Manager - Civil Engineering (Private Land Development)
Location: Austin, Houston Texas
Position Overview:

We are looking for a skilled and proactive Project Manager with a strong background in leading private land development projects within the City of Austin and surrounding jurisdictions. The ideal candidate has deep familiarity with local zoning codes, navigating the entitlement processes, permitting workflows, and can confidently lead a team through the unique challenges of development in this region.

Beyond technical expertise, we’re seeking someone who is a natural team leader and mentor. They should take pride in developing junior staff, fostering a collaborative and supportive team environment, and helping others grow in both technical and professional capacities. This role is ideal for a licensed Professional Engineer who thrives on managing complex projects, leading diverse teams, and contributing to a growing firm where your input directly shapes the way we operate and deliver value to our clients.
