Position Summary

Boot Civil is seeking a Project Manager – PE (Land Development) to lead private and public land development projects throughout Central Texas. This role is for an experienced civil engineer who can own projects from due diligence and entitlement strategy through design, permitting, and construction—while serving as the primary client contact and managing scope, schedule, budget, quality, and project teams. The Project Manager will also mentor staff and contribute to the continued growth of Boot Civil.

Key Responsibilities

• Own multiple land development projects from due diligence and feasibility through design, permitting, bidding, and construction-phase services.
• Serve as the primary day-to-day client contact, setting expectations, communicating project status, and proactively resolving issues that could affect schedule, budget, or approvals.
• Develop and manage project scopes, fees, schedules, staffing plans, and deliverables; monitor financial performance, fee burn, invoicing, and change management throughout the project lifecycle.
• Lead and coordinate engineers, EITs, designers, surveyors, subconsultants, architects, and other disciplines to deliver complete, coordinated work products.
• Direct and review civil engineering plans, reports, calculations, and specifications for grading, drainage, utilities, paving, water quality, and site layout; provide project-level QA/QC and technical oversight.
• Lead permitting and approval strategy with the City of Austin and surrounding Central Texas jurisdictions, utilities, and regulatory agencies.
• Mentor and develop EITs and design staff through delegation, technical guidance, feedback, and increasing levels of project responsibility.
• Support firm growth through proposal development, scope and fee preparation, project interviews, client relationship management, and identification of follow-on work.

Qualifications

• Bachelor’s degree in Civil Engineering
• Professional Engineer (PE) license in Texas
• Minimum 10+ years of relevant civil engineering experience, with demonstrated responsibility for managing land development projects.
• Proven ability to manage project scope, budget, schedule, staffing, client communication, and multidisciplinary coordination with limited oversight.
• Strong working knowledge of AutoCAD Civil 3D and the ability to direct and review land development design and production.
• Strong understanding of City of Austin and surrounding Central Texas development codes, permitting processes, and engineering standards.

Preferred Experience

• Experience managing several active projects and project teams simultaneously in a consulting environment.
• Hands-on experience with entitlements, site development permitting, utility coordination, and construction-phase services in Central Texas.
• Experience preparing proposals, scopes, fee estimates, contracts, and additional-service requests.
• Demonstrated success building client trust, generating repeat work, and mentoring developing engineers.
