Project Manager – Parks, Recreation and Facilities

City of Portland, Maine

Base pay range: $70,941.00/yr – $89,856.00/yr. Salary commensurate with experience. This union position (Pro-Tech Grade 9) may qualify for additional differential based on credentials.

Job Summary: Provide senior-level project management for Parks, Recreation and Facilities projects ranging from playgrounds, swimming pools, athletic fields, irrigation systems, historic preservation projects, and waterfront infrastructure. Responsible for scope development, cost estimating, bid preparation, construction administration, contractor oversight, and budget monitoring from inception to final payment.

Responsibilities
  • Develop initial scope of work for design, engineering and construction projects.
  • Create cost estimates and monitor budget from appropriation to final payment.
  • Attend pre-bid meetings, define scope and prepare bid and contract documents.
  • Review bids and ensure qualified bidders.
  • Provide construction administration, internal and external scheduling, site visits, QA/QC and stakeholder updates.
  • Collaborate with Director of Parks Division and leadership to evaluate & develop 10-year capital plan.
  • Monitor contractor performance and follow all purchasing requirements.
  • Use field equipment for job duties.
Required Skills & Experience
  • Bachelor’s degree in management or related field and 3 years of supervisory/project management experience.
  • Broad knowledge of Parks, Recreation and Facilities management (playgrounds, trails, athletic facilities, plumbing & electrical systems, fencing, roads, sidewalks).
  • Knowledge of building, fire, electrical & plumbing codes, HVAC system design.
  • Knowledge of local, state & federal safety rules & regulations.
  • Flexible schedule including long hours, nights & weekends.
  • Excellent organizational & communication skills.
  • Ability to read design & construction plans; experience in developing accurate project costs.
  • Registration as a Professional Engineer (PE) or Landscape Architect in Maine.
Special Requirements
  • Valid Class C driver’s license in good standing.
  • TWIC Card or ability to acquire.

Salary & Benefits
  • Union position (Pro-Tech Grade 9). Salary range $70,941 – $89,856 annually.
  • Possible 6% differential for licensed Landscape Architect; 3% differential for FE, Engineer Intern or FS; 6% differential for registered Professional Engineer or Professional Land Surveyor.
