About The Role

The Oklahoma State Department of Health (OSDH) is seeking an experienced Project Manager to support its Project Management Office (PMO) in Oklahoma City.

The Project Manager will be responsible for the overall direction, coordination, implementation, execution, monitoring, control, and successful completion of assigned projects. This individual will work closely with the PMO, agency stakeholders, vendors, subject matter experts, and project teams to ensure projects are delivered on time, within budget, and aligned with agency objectives.

The Project Manager will also serve as a primary point of contact for coordinating agency resources and activities throughout the project lifecycle.

Key Responsibilities
  • Manage medium to extra-large, complex projects through the complete project lifecycle, from initiation and planning through implementation and closure.
  • Define and manage project scope, objectives, schedules, milestones, budgets, resources, and deliverables.
  • Apply appropriate Waterfall, Agile, and Hybrid project management methodologies based on project requirements.
  • Develop comprehensive project plans and track progress using Microsoft Project (MS Project) and other project management tools.
  • Identify, track, mitigate, and escalates project risks, issues, dependencies, and blockers.
  • Manage project changes through established change management processes.
  • Coordinate project teams, agency resources, subject matter experts, vendors, and other stakeholders.
  • Manage vendor relationships, commitments, deliverables, and performance within defined project scope.
  • Facilitate and manage contract-related processes from initiation through closure.
  • Prepare and maintain project status reports and communicate progress, risks, issues, and key decisions to stakeholders.
  • Develop and report project metrics for PMO dashboards and executive reporting.
  • Forecast and manage resources required to successfully achieve project objectives.
  • Ensure project activities and deliverables comply with applicable federal, state, and agency guidelines.
  • Conduct gap analysis and root cause analysis and provide recommendations to improve project outcomes.
  • Facilitate meetings, workshops, and cross-functional discussions involving technical and non-technical stakeholders.
  • Drive issue resolution and ensure projects remain aligned with OSDH strategy, mission, commitments, and goals.
Required Qualifications
  • Demonstrated experience managing projects through the full project lifecycle.
  • Experience with Waterfall, Agile, and Hybrid project management methodologies.
  • Strong familiarity with and ability to use Microsoft Project (MS Project).
  • Understanding and practical experience with the Project Management Institute (PMI) Project Management Body of Knowledge (PMBOK) Guide and Standards.
  • Experience with project scope, schedule, budget, risk, resource, change, and stakeholder management.
  • Experience coordinating vendors, contracts, project teams, and subject matter experts.
  • Strong analytical, problem-solving, and decision-making abilities.
  • Excellent written and verbal communication skills.
  • Ability to communicate professionally and effectively with stakeholders at all organizational levels.
  • Strong organizational and multitasking skills with excellent attention to detail.
  • Strong meeting facilitation and stakeholder management capabilities.
Preferred Qualifications
  • Experience working within a formal Project Management Office (PMO) environment.
  • Experience managing large or complex enterprise projects.
  • Government, state agency, public-sector, or healthcare project experience.
  • PMP or related project management certification is a plus.
Work Schedule & Location

This is a hybrid position based in Oklahoma City, Oklahoma.

The Project Manager will work 40 hours per week, generally during the agency's standard operating hours of 7:00 AM to 6:00 PM, Monday through Friday.

The position requires a minimum of three days onsite per work week. Additional onsite days may be required depending on project needs.

Overtime is not approved for this position.

Contract & Interview

Contract Duration: 12 months with the option to renew.
