The candidate must meet the “Senior Project Manager” labor category, including CM-level leadership, PM/CSM/SAFe-A references, and security clearance

Qualifications

  • Ten (10) years of experience managing DoD IT service contracts and communicating with senior Government personnel.
  • PMI- or Agile-related certification: PMP, CSM, or SAFe Agilist (SA).
  • Experience as PM on contracts meeting thresholds of >$5M AV or teams >15 personnel.
  • Contract must include Cloud Infrastructure, Data Analytics, and Agile Software Development.

We are seeking a Senior Project Manager to lead the execution of a Department of Defense (DoD) data, analytics, cloud, and information technology program supporting the Office of Naval Research (ONR).

This position is designated as Key Personnel and is contingent upon contract award. The Project Manager will serve as the Government's primary point of contact and single point of accountability for the successful execution of the program. The Project Manager will be responsible for overall contract execution, schedule, risk management, quality, staffing coordination, stakeholder engagement, and integration of the technical activities required to support ONR's Data and Analytics ecosystem.

The successful candidate must be capable of managing a multidisciplinary technical team responsible for cloud infrastructure, data acquisition and analytics, data governance, AI/ML, software and web application development, DevSecOps, cybersecurity, IT operations, and commercial data vendor management.

The Project Manager shall meet the requirements for the “Project Manager – Senior” labor category as defined in the Army CHESS ITES-3S contract vehicle, as well as the following solicitation‑specific minimum requirements.

Primary Responsibilities
  • Serve as the primary point of contact to the Government and maintain effective communication with ONR leadership, technical personnel, end users, the Contracting Officer's Representative (COR), and other Government stakeholders.
  • Serve as the single point of accountability for integrating and coordinating all technical tasks performed under the contract.
  • Provide overall leadership and management for program execution, schedule, performance, risk, quality, staffing, and deliverables.
  • Develop, maintain, and execute the contract Project Management Plan (PMP) in accordance with PWS and Contract Data Requirements List (CDRL) requirements.
  • Establish a proactive project management approach that ensures contract activities remain responsive to evolving Government mission and technical requirements.
  • Coordinate work across the program's technical disciplines, including cloud infrastructure, data acquisition and ingestion, advanced analytics, AI/ML, data governance, software development, DevSecOps, cybersecurity, IT operations, and user support.
  • Establish and manage processes for receiving, evaluating, tracking, and prioritizing Government and stakeholder requests.
  • Manage and prioritize the program's analytical and technical backlog in coordination with Government stakeholders and technical leads.
  • Maintain integrated schedules, milestones, dependencies, action items, risks, issues, and deliverable status across all PWS task areas.
  • Identify programmatic, technical, schedule, staffing, vendor, and performance risks; develop mitigation strategies; and elevate issues requiring Government action.
  • Monitor contractor performance against applicable Quality Assurance Surveillance Plan (QASP) metrics and coordinate corrective actions when performance issues are identified.
  • Ensure required contract deliverables and reports are accurate, complete, timely, and compliant with Government requirements.
  • Coordinate the activities of Key Personnel and other program staff to ensure effective integration across management, analytics, architecture, engineering, development, and technical operations.
  • Oversee staffing levels and Key Personnel compliance and promptly address staffing risks that could affect contract performance.
  • Provide clear and consistent oral and written communications to senior-level Government and military personnel.
  • Facilitate program reviews, technical meetings, status meetings, planning sessions, and stakeholder engagements.
  • Support Quarterly Contract Management Reviews (QCMRs) and other Government program reviews, including preparation and coordination of status information, performance results, risks, action items, staffing information, and required briefing materials.
  • Track Government and Contractor action items, responsible parties, and due dates through closure.
  • Monitor the status of deliverables, technical tasks, hardware or infrastructure activities, performance issues, anticipated delays, and other matters affecting successful contract execution.
  • Coordinate with technical leadership to ensure IT service management, incident management, problem management, change control, disaster recovery, business continuity, system monitoring, and service-level requirements are appropriately managed.
  • Ensure program activities support the secure operation and sustainment of the ONR cloud-based Data and Analytics ecosystem, including applicable security, compliance, and Authority to Operate (ATO) requirements.
  • Promote continuous improvement, lessons learned, effective Agile delivery practices, and proactive communication across the program.
Minimum Qualifications
  • Ten (10) years of experience managing Department of War (DoW) IT service contracts, including demonstrated experience communicating orally and in writing with senior-level Government and military personnel.
  • Possession of at least one of the following certifications:
    • Project Management Professional (PMP)
    • Certified ScrumMaster (CSM)
    • SAFe Agilist (SA)
  • Demonstrated experience serving as the Project Manager on at least one contract meeting at least one of the following thresholds:
    • Annual contract value exceeding $5 million, or
    • Team size exceeding fifteen (15) personnel.
  • The qualifying contract must have explicitly included all of the following technical components:
    • Cloud Infrastructure
    • Data Analytics
    • Agile Software Development
  • Must meet the contract's security clearance requirements.
  • Must be a U.S. Citizen.
Preferred Experience
  • Cloud-based data and analytics platforms
  • AWS GovCloud, Azure Government, or comparable Government cloud environments

  • Government CDRLs, QASP performance requirements, and formal program reviews
Leadership Expectations

The Project Manager must possess the leadership presence and authority necessary to direct a multidisciplinary team of senior technical professionals and coordinate activities across all major areas of contract performance.

The individual must be comfortable operating at both the executive and technical program-management levels—communicating program status, risks, schedules, and performance to Government leadership while simultaneously coordinating with architects, engineers, data scientists, software developers, DevSecOps personnel, and other technical specialists responsible for execution.

The Project Manager is expected to anticipate problems, establish clear accountability, maintain visibility into program performance, and ensure that issues affecting cost, schedule, quality, security, staffing, or mission outcomes are identified and addressed proactively.
