Job Summary:

Reporting to the Senior Engineer in Divisional Operational Services (DOS), the Project Coordinator will be a member of the team responsible for implementing the watercourse and stream valley erosion control capital program. As well as project management, stakeholder management, and technical support for other DOS work related to municipal construction, emergency spill response and trunk sewer infrastructure.

The watercourse and stream valley erosion control capital program involves stream restoration management, and the protection of Toronto Water infrastructure, particularly within ravines and valley lands. The capital projects delivered by DOS are generated because of emergency works, environmental assessment studies, state-of-good-repair priorities and council-directed initiatives. The purpose of mitigating and building resilience to reduce the risk of flooding, degraded water quality and extreme erosion impacts while also providing aquatic habitat and ecosystem benefits. The incumbent will work in a team environment with other City divisions, external agencies, contractors and suppliers.

Major Responsibilities:

Expertise and Accountability

  • As a member of the Divisional Operations Services management team, you will provide project management, stakeholder management and technical knowledge related to stream restoration, watercourse erosion control construction as well as support for other DOS work related to the municipal construction, emergency spill response in watercourses, and trunk sewer infrastructure.
  • Plans, develops, reviews and manages Toronto Water DOS watercourse and stream valley erosion control capital projects from inception to closeout.
  • Provides technical knowledge to meet City expectations related to projects involving stream valley environments including the review and commenting on engineering drawings and documents prepared by engineering consultants and the Engineering and Construction Services Division.
  • Participates in the preparation of the Toronto Water Capital Budget and Capital Plan process for DOS.
  • Coordinates projects, including planning, defining scope, scheduling, developing cost estimates, budgeting and reporting for DOS projects related to emergency works, stream restoration, watercourse erosion control and infrastructure protection construction, and as required.
  • Prepares procurement documents including RFP, RFQ, REOI, LVQ, RFT and terms of reference, and selects and directs consultants/contractors undertaking professional and other services for Toronto Water.
  • Oversees and evaluates the work performance of external consultants, contractors, vendors, suppliers with respect to quality, timelines, cost and completion of requirements.
  • Finalizes contract payments and ensures project expenditures are controlled and maintained within approved budgets.
  • Secures engineering and regulatory permits and approvals as may be required from internal/external agencies, particularly pertaining to streams and valleys. In-depth knowledge of the process for City of Toronto (transportation street occupancy permits, parks access agreements, urban forestry permits, ravine and tree by-laws, noise by-law, etc.) and TRCA is required.
  • Interprets and implements the requirements of Federal/Provincial/Municipal regulations and requirements related to stormwater, stream restoration, watercourse erosion control, construction, and health and safety.
  • Analyzes data, standards and services to identify best practices and opportunities for improvements in service delivery. Develops processes, guidelines and workflows to improve project delivery and achieve objectives and targets.
  • Prepares and inspects drawings, engineering studies, reports, specifications, plans and cost estimates as they pertain to stream restoration, watercourse erosion control construction as well as support for other DOS work related to the municipal construction, emergency spill response in watercourses, and trunk sewer infrastructure.
  • Provides support to operations supervisors by attending emergency works, stream restoration, watercourse erosion control and infrastructure protection construction sites, and other sites as required, checking/reviewing the work, and addresses any issues or concerns.
  • Provides design review, technical advice and knowledge to support the projects being managed.
  • Conducts field investigations/assessments and attends potential and active work sites that include Toronto Water infrastructure with varying field access conditions (i.e. stream valleys with steep slopes, uneven terrain, floodplains, parklands, but also downtown traffic and utility congestions).
  • Must be able to work outside in adverse weather conditions and environments and perform physically demanding activity such as hiking up and down relatively steep slopes within stream valleys.
  • Ensures that all assigned projects have satisfactory results and are completed within established timeframes and budgetary restrictions.
  • Excellent written and verbal communication skills, and experience in the preparation of policy documents, technical reports, reports to council, briefing notes, and responses to inquiries by external agencies and the public.
  • Excellent organizational and project management skills to manage multiple assignments and meet competing deadlines.

Effective Communication and Managing Stakeholders

  • Coordinates assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
  • Effective communication at all organization levels. Ability to effectively convey technical information in a user-friendly manner.
  • Represents the City at meetings with external agencies, public meetings and discussion groups as required.
  • Prepares technical reports, Committee and Community Council reports and content for public education/communication purposes, as may be required.
  • Assists the Manager and Senior Engineer in defining and allocating work and setting goals.
  • Assists in hiring, training, work direction and work assignment of technical and operational staff.

Technical Innovation and Continuous Improvement

  • Keeps informed of, investigates, implements, and evaluates new work techniques, technologies, and performance standards.
  • Assists in the development, implementation and evaluation of pilot projects.
  • Conducts research into assigned area ensuring that such research/analysis considers developments within the field, corporate policies and practices, legislation, and initiatives by other levels of government.
Key Qualifications:
  • Must have a university degree in Environmental Sciences, Engineering, Biology, Ecology, or Geomorphology from an accredited University, or an equivalent combination of education and/or previous related work experience.
  • Considerable experience with stream restoration and watercourse erosion control construction, projects, including design, permitting, and construction.
  • Considerable experience with sewer and water infrastructure projects, preferably related to storm, combined sewer and stream valley infrastructure
  • Considerable experience managing complex multi-stakeholder projects, including managing milestones and deliverables, monitoring and tracking progress, and effective communication with stakeholders.
  • Considerable experience preparing procurement documents including RFP, RFQ, REOI, LVQ, RFT and terms of reference, and selecting and directing consultants/contractors undertaking professional and other services for Toronto Water
  • Considerable experience obtaining permits and approvals pertaining to streams and valleys. In-depth knowledge of the process for City of Toronto (transportation street occupancy permits, parks access agreements, urban forestry permits, ravine and tree by-laws, noise by-law, etc.) and TRCA is required.
  • Experience analyzing data, standards and services to identify best practices and opportunities for improvements in service delivery.
  • Considerable experience utilizing a variety of computer software programs such as Microsoft Office Suite (Word, Excel, Access, PowerPoint etc.), project management software (MS Project, etc.), CADD (e.g. AutoCAD, MicroStation), and work order systems (Avantis, Hansen, etc.).
  • Ability to interpret engineering drawings as they relate to designs associated with watercourse features, retaining walls, stream restoration, and stream channel erosion control works.
  • Ability to work in a highly demanding work environment and fast paced work environment.
  • Ability to work outside in adverse weather conditions and environments; and perform physically demanding activity such as hiking up and down relatively steep slopes within stream valleys.
  • Knowledge of legislation related to stormwater, construction and other applicable legislation including the Federal Fisheries Act, Ontario Water Resources Act (OWRA), Environmental Protection Act, Environmental Assessment Act, Clean Water Act, Safe Drinking Water Act, Occupational Health and Safety Act, Ontario Building Code, Ontario Fire Code, Ontario Construction Lien Act, Sewer Use By-Law, Noise By-Law, Building Construction and Demolition By-Law, Ravine and Tree By-Laws, and Toronto Municipal Code Chapter 681, Sewers.
  • Possession of a valid Ontario Driver's License (G) to travel to various work locations and construction sites.
You must also have:
  • Experience using Geographic Information Systems (GIS; e.g. ArcMap) would be an asset.
  • Use of a personal vehicle for site visits would be an asset.
  • Completion of formal project management training from a recognized training institution. Project management certification such as Project Management Profession (PMP) or an equivalent would be an asset.
  • Membership or eligibility for membership in the Ontario Association of Engineering Technicians and Technologies would be an asset.
  • Ability to obtain a Ministry of Environment Wastewater Collection Class 1 Operator's License, issued under the Ontario Regulation 129/04 established under the Ontario Water Resources Act.
  • Demonstrated knowledge and ability to plan, lead manage and implement multidisciplinary projects of various scope.
  • Demonstrated ability to manage multiple assignments and conflicting priorities.
