Job summary

Luster National is seeking a Project Controls Manager to support large, complex heavy civil infrastructure programs across highways, bridges, transit, aviation, and water projects in the United States. The role centers on defending cost and schedule data in front of contractors and leadership.

The candidate will lead an experienced controls team, oversee baseline management, and coordinate across estimating, scheduling, engineering, contracts, and finance to align numbers with program decisions.

Qualifications

• Bachelor’s degree in construction management, engineering, finance, or business, or equivalent combination of education and experience.
• 10+ years of project controls experience for large ($500M+) heavy-civil infrastructure projects.
• Experience integrating cost and schedule data on a common WBS including baseline management and change control.
• Experience applying earned value methods and critical path schedule analysis to forecast outcomes.
• Experience reviewing contractor cost and schedule submittals against contract requirements and progress.

Responsibilities

• Oversee the program’s integrated controls system and ensure cost and schedule data reconcile.
• Review contractor cost and schedule submittals against contract requirements and field progress.
• Analyze earned value, cost and schedule performance, and surface variances for forecast accuracy.
• Evaluate change proposals, delay claims, and time impact analyses for cost and schedule merit.
• May lead the monthly controls cycle and present status to program leadership.
