Organizational context: The United Nations Joint Staff Pension Fund (UNJSPF) Pension Administration requires a Programme Management Consultant to address a critical capacity and continuity gap within its Project Management Office (PMO). This role is essential for maintaining portfolio coordination, project monitoring, and governance support, particularly during the delivery of the ServiceNow Strategic Portfolio Management (SPM) project.
Job purpose: The Programme Management Consultant will provide essential experienced capacity to the UNJSPF Pension Administration's PMO, mitigating risks to the delivery of the ServiceNow SPM project and the oversight of the wider project portfolio. This role is crucial for managing substantive workstreams, maintaining core PMO services, and enabling the Chief of PMO to focus on strategic direction, executive engagement, and governance. The consultant will ensure the SPM project's successful implementation, including process design, system integration, data readiness, stakeholder engagement, and adoption, while also supporting the overall health and alignment of the project portfolio with organizational goals.
Responsibilities: The Programme Management Consultant will oversee the project portfolio, ensuring alignment with organizational goals and managing stakeholder communications. Key duties include assessing project performance, identifying and mitigating risks, and ensuring adherence to PMO governance standards. The role involves supporting the design, implementation, and continuous improvement of the PMO's Strategic Portfolio Management (SPM) platform, including workflows, dashboards, and reporting. Additionally, the consultant will mentor project managers, foster cross-functional collaboration, and ensure effective project execution. Responsibilities extend to aligning the project portfolio with strategic vision, supporting demand and resource management, and maintaining comprehensive project documentation and performance reports for senior management.
Education: An advanced university degree (Master’s or equivalent) in a relevant field is required. A first-level degree with qualifying experience may be accepted. A professional project management certification (e.g., PRINCE2, PMP) is mandatory. Knowledge of SPM concepts and methodologies is required.
Work experience: A minimum of seven years of progressive experience in project or programme management is required. Experience in managing complex projects in multicultural environments and applying SPM practices in a PMO or enterprise portfolio setting is essential. Experience with SPM platforms for portfolio planning, prioritization, and reporting is required. Experience with pension or financial ERP systems is also required.
