Organizational context: The United Nations Joint Staff Pension Fund (UNJSPF) Office of Investment Management (OIM) manages a global investment portfolio exceeding $100 billion, with 85% actively managed in-house across diverse asset classes. This role is within the Information Systems Section, reporting to the Chief Operating Officer, and is crucial for implementing OIM's IT Strategy (2026-2030).
Job purpose: This role is responsible for leading the implementation of the UNJSPF Office of Investment Management's IT Strategy for 2026-2030. The primary objective is to establish and maintain an integrated, outcomes-focused program roadmap, translating strategic priorities into coordinated initiatives and delivery plans. This includes defining milestones, dependencies, governance, and measurable benefits, ensuring projects align with organizational objectives and resources. The position will provide expert technical and policy advice to senior management on systems development, identify future needs, and promote best practices. A key aspect is optimizing resource allocation, identifying capability gaps, and coordinating support to ensure successful delivery and alignment with enterprise architecture and long-term technology roadmaps.
Responsibilities: Lead the implementation of the IT Strategy (2026-2030) by developing an integrated, outcomes-focused program roadmap, translating strategic priorities into coordinated initiatives, delivery plans, milestones, and governance. Ensure projects align with organizational objectives and resources. Provide authoritative technical and policy advice to senior management on systems development, identifying future needs and disseminating best practices. Optimize the allocation of financial, human, and technical resources, addressing capacity gaps and coordinating support. Ensure implementation adheres to standards for system architecture, information security, data governance, interoperability, service management, and business continuity. Establish and maintain program governance, monitoring progress against scope, schedule, budget, quality, and outcomes. Develop and monitor performance measures, KPIs, and dashboards to demonstrate the strategy's impact on organizational capability and maturity. Prepare and monitor budgets and work programs. Develop innovative solutions to complex problems and ensure the development of stable systems environments. Lead team efforts in data analysis for planning and decision-making.
Education: An advanced university degree (Master's or equivalent) in computer science, information systems, mathematics, statistics, or a related field is required. A first-level university degree with qualifying experience may be accepted. Additional advantage for completing data analytics, business analytics, or data science programs.
Work experience: A minimum of ten years of progressive experience in IT systems planning, design, development, implementation, and maintenance is required. This includes multi-year IT strategy implementation, enterprise system architecture integration, and delivery of digitalization and automation initiatives. Experience with data-driven performance management is also required. Desirable experience includes financial services, enterprise architecture certification (e.g., TOGAF), domain migration, integrated roadmap delivery, and change adoption/operating model redesign.
