Qualifications

• Advanced degree in computer science, information systems, mathematics, or a related field is required.
• A first-level university degree together with relevant experience may be accepted as an alternative.
• Five years of progressive experience in planning, design, development, configuration, implementation, and maintenance of integrations or cloud application administration is required.
• Experience with REST, XML, FTP, WSDL, JSON, and SOAP Web Services programming in Java is required.
• Experience with multi-SaaS environments and integration technologies is desirable.

Responsibilities

• Manage projects including feasibility studies, systems analysis, design, development, and implementation of moderately complex systems.
• Develop detailed system and functional specifications, and user documentation.
• Provide expert advice to users, analyze requirements, and translate them into applications.
• Maintain, upgrade, and enhance existing user systems, troubleshoot issues, and provide ongoing user support.
• Develop and maintain computer programs, ensuring data security and access controls.
• Organize and perform unit and integrated testing, and assist users with acceptance testing.
• Create training materials, operating manuals, and user guides, and train staff on assigned systems.
• Develop disaster recovery plans and ensure appropriate training.
• Research, analyze, and evaluate new technologies for deployment.
• Contribute to reports on systems-related topics, requirements, and strategy.
• Facilitate client communications and coordinate the development of SLAs and chargeback mechanisms.
• Manage contract administration with vendors.
• Provide guidance and supervision to junior staff and consultants.

Job description

Organizational context: The United Nations Joint Staff Pension Fund (UNJSPF) provides retirement, death, and disability benefits to over 90,000 beneficiaries across 190 countries. The Pension Administration (UNJSPF-PA) has approximately 282 staff members across four duty stations. This Information Systems Officer role is within the Information Management Systems Service, Enterprise Applications Section, reporting to the Team Lead.

Job purpose: The Information Systems Officer is responsible for managing projects related to systems analysis, design, development, and implementation of moderately complex systems. This includes developing detailed system specifications, providing specialized advice to users, and translating requirements into new applications. The role involves maintaining and upgrading existing systems, troubleshooting, and providing user support. Additionally, the officer will develop and maintain computer programs, ensure data security, conduct testing, develop training materials, and contribute to disaster recovery planning. The position also involves researching new technologies, writing reports, facilitating client communications, managing Service Level Agreements (SLAs), and potentially supervising junior staff.

Work experience: A minimum of five years of progressive experience in planning, design, development, configuration, implementation, and maintenance of integrations or cloud application administration is required. Five years of experience with architectures and protocols like REST, XML, FTP, WSDL, JSON, and SOAP Web Services Programming in Java is also required. Experience as a technical engineer supporting a multi-SaaS environment, with Vitech V3/Velocity, Oracle Fusion Financials, Tungsten Total Agility, Service Now, or designing integration solutions using MuleSoft Anypoint Platform/AWS integration services is desirable.
