Job summary

HIAS seeks an experienced Program Officer, Initial Resettlement to lead research and analysis of benefits and resources that help refugees achieve self-sufficiency in the Program of Initial Resettlement (PIR) funded by ORR. Working with the HIAS Virtual PIR team, affiliates, state coordinators, and other stakeholders, the Program Officer assesses resource needs and develops practical solutions.

Qualifications

• Bachelor's degree in human services, public policy, international development, or a related field.
• 3-5 years of refugee resettlement or related program experience with independent management.
• Strong knowledge of U.S. refugee programs and ORR operations.
• Excellent verbal and written communication with varied audiences.

Responsibilities

• Lead analysis of federal, state, and local benefits for PIR service delivery.
• Develop guidance, tools, and training for affiliates and clients.
• Monitor policy changes and identify service gaps to recommend solutions.
• Maintain documentation and contribute to monthly/quarterly reports.
• Build relationships with community providers and stakeholders.
