Job summary

HIAS seeks an experienced Program Officer, PIR, Pre-Arrival to coordinate pre-arrival case processing with HIAS affiliates nationwide, ORR, and other partners supporting refugees admitted to the U.S. This role emphasizes data-driven decisions, travel coordination, and inter-organizational collaboration.

The position is based at HIAS headquarters in Silver Spring, MD or HIAS New York, NY, with a remote option for applicants outside commuting distance and in states where HIAS is registered.

Qualifications

• Bachelor's degree in international development, social services, public administration, or a related field is required.
• 3-5 years of progressively responsible experience in refugee resettlement, program data management, humanitarian services, immigration, or related field.
• Substantial knowledge of the U.S. Refugee Admissions Program, including pre-arrival processing, case placement, assurances, travel coordination, and affiliate operations.
• Experience with data analysis and reporting and the ability to independently manage complex program or data analysis responsibilities.
• Previous experience with resettlement affiliates or national agencies is strongly preferred.
• Advanced proficiency in Microsoft Excel with data validation and formula use; strong Word and PowerPoint; familiarity with Microsoft 365 tools.

Responsibilities

• Processes refugee cases and coordinates data exchange among ORR, HIAS and affiliate network.
• Contributes to case placement decisions and matches for vulnerable cases.
• Coordinates refugee travel tracking and guidance on assurance processing and case transfers.
• Monitors affiliate capacity and recommends responses to emerging needs.
• Ensures accurate pre-arrival data and supports ORR RADS data submission when needed.
• Provides technical guidance to affiliates on pre-arrival aspects of the program.
• Analyzes data on case distribution to ensure proper placement and reporting.
• Acts as a subject-matter resource across pre- and post-arrival functions.
