Job summary

San Diego Youth Services in San Diego, CA seeks a Program Manager for the Resource Family Agency program. This exempt, full-time role reports to the Director of Services and oversees licensing, budget, and quality of trauma-informed services.

The Program Manager will supervise staff, ensure contract compliance, coordinate with Child Welfare Services and Licensing, and drive program outcomes across multiple sites with a focus on safeguarding vulnerable youth.

Qualifications

• Master’s degree or higher in social work, marriage and family therapy, or related field required.
• License (LCSW, LMFT, LPCC, PhD, PsyD) and program management experience preferred.
• Minimum of two years’ experience working with children, youth, and families as a primary duty in the child welfare social services public or private setting.
• Must have familiarity with Child Welfare Services and Community Care Licensing standards.
• Must be a team player with the ability to work independently.
• Must be able to work with and represent a culturally and ethnically diverse community.
• Must possess or be willing to develop a working knowledge of trauma-informed care and dual diagnosis treatment; experience working in trauma-informed and dual diagnosis preferred.
• Must have a reliable vehicle, CA driver’s license, and willingness to drive for job-related tasks.
• Maintain CPR & First Aid certification.
• Employment is subject to required clearances including background checks and drug testing.
• Must be flexible with hours, including some evenings and weekends.

Responsibilities

• Manage Resource Family Agency (RFA) operations and licensing.
• Oversee budget, billing, data, reporting and contract compliance.
• Supervise staff, interns, volunteers and JVC members.
• Develop and monitor program outcomes and quality improvements.
• Coordinate with Child Welfare Services, licensing authorities and community partners.
• Provide case management support as needed and ensure crisis response coverage.
• Lead recruitment, training and support for resource parents.
• Ensure compliance with regulatory and agency requirements.
