The Program Manager, Payroll and Human Resources is the department’s sole practitioner responsible for all day‑to‑day payroll and HR programs, serving as the authoritative subject‑matter expert for faculty, staff, and students. This role manages a bi‑weekly payroll for over 500 employees, ensures compliance with UMD policies and applicable federal and state laws, resolves issues, improves operational efficiency, and maintains data integrity. The Program Manager administers and continually improves payroll, appointment, onboarding, and off‑boarding processes for faculty, staff, and graduate assistants, analyzes data and develops departmental procedures, and represents the department to central HR, Payroll, Benefits, the Graduate School, and partner units.
Work is performed primarily in an office setting with prolonged periods of sitting at a desk and working on a computer. Requires substantial wrist, hand, and finger movements for typing, data entry, and operating equipment. Exerts up to 10 pounds of force and may occasionally lift or move items weighing up to 15 pounds. Requires close visual acuity for computer use and extensive reading. Ability to traverse short or long distances on and off campus to attend meetings and events.
Salary Range: $85,000‑$89,760 per year.
