Position Summary

The Program Manager, Payroll and Human Resources is the department’s sole practitioner responsible for all day‑to‑day payroll and HR programs, serving as the authoritative subject‑matter expert for faculty, staff, and students. This role manages a bi‑weekly payroll for over 500 employees, ensures compliance with UMD policies and applicable federal and state laws, resolves issues, improves operational efficiency, and maintains data integrity. The Program Manager administers and continually improves payroll, appointment, onboarding, and off‑boarding processes for faculty, staff, and graduate assistants, analyzes data and develops departmental procedures, and represents the department to central HR, Payroll, Benefits, the Graduate School, and partner units.

Responsibilities
  • Manage bi‑weekly payroll for over 500 employees, ensuring compliance with UMD policies and applicable laws.
  • Administer end‑to‑end payroll, appointment, onboarding, and off‑boarding processes for faculty, staff, and graduate assistants.
  • Analyze payroll and HR data, interpret and apply University policy, and develop departmental procedures.
  • Serve as the primary liaison and representative to central HR, Payroll, Benefits, the Graduate School, and partner units.
  • Resolve payroll and HR issues, improve operational efficiency, and maintain data integrity.
Qualifications
  • Bachelor’s degree from an accredited college or university.
  • Three (3) years of professional human resources or payroll experience.
  • Knowledge of payroll policies and federal, state, and other applicable payroll laws and regulations.
  • Knowledge of human resources policies and applicable laws.
  • Proficiency in Microsoft Office and Google Suite products.
  • Strong oral and written communication skills.
  • Ability to multitask, prioritize assignments, and analyze situations to determine the best response.
  • Ability to interpret and apply policies, procedures, regulations, and laws.
Preferred Qualifications
  • Five years of payroll/HR experience in higher education.
  • Experience with Workday.
  • Experience working at the University of Maryland.
  • Knowledge of UMD human resources policies and procedures.
Physical Demands

Work is performed primarily in an office setting with prolonged periods of sitting at a desk and working on a computer. Requires substantial wrist, hand, and finger movements for typing, data entry, and operating equipment. Exerts up to 10 pounds of force and may occasionally lift or move items weighing up to 15 pounds. Requires close visual acuity for computer use and extensive reading. Ability to traverse short or long distances on and off campus to attend meetings and events.

Salary and Benefits

Salary Range: $85,000‑$89,760 per year.
