Job summary

Job description

POSITION SUMMARY

The Payroll Manager is responsible for the accurate and timely processing of the university’s payroll in compliance with all applicable laws, regulations, and internal policies. This role oversees all aspects of payroll operations, including payroll processing, tax reporting, auditing, out‑of‑state worker compliance, benefit auditing, Workday benefit processing and vendor integrations, and employee inquiries, ensuring a high standard of service and confidentiality.

ESSENTIAL FUNCTIONS
  • Oversees and manages payroll to ensure all department outcomes are achieved effectively.
  • Coordinates payroll activities and ensures compliance with established financial, legal and administrative requirements.
  • Acts as primary point of contact for payroll related inquiries and errors, engaging internal and external parties such as city, state, and federal agencies.
  • Defines and implements industry‑standard best practices and strong financial controls to foster continuous improvement.
  • Maintains payroll guidelines, policies, and procedures in documentation.
  • Co‑ordinates with external auditors and audits employee tax documents, payroll balance sheets, and other payroll records.
  • Resolves Workday system/vendor issues, working closely with IT Services staff and authorises updates for items impacting payroll.
  • Verifies payroll related data to ensure accurate distribution of funds, reviewing prepared timesheets, pay changes and detailed registers.
  • Oversees the processing of bi‑weekly payroll, including leave adjustments, Direct Deposit and Positive Pay files, and federal and state tax deposits.
  • Performs quarterly and year‑end functions, prepares W‑2 tax statements and reconciles to the general ledger.
  • Executes payroll adjustments and reconciliations, including vacation/sick adjustments, journal entries, leave accruals, and entitlement changes.
  • Maintains and updates payroll procedures and processing manuals, monitors campus employment and federal work‑study limits.
  • Distributes payroll audit information, communicates with audit teams and stays current on all payroll‑related laws.
  • Manages remote workers’ compliance with state registration for taxes and applicable state leave programs.
  • Completes retirement plan discrimination testing and oversees Workday benefits administration.
  • Facilitates accurate delivery of employer contributions and employee payroll deductions to carriers and plan administrators.
  • Reviews Workday benefit and retirement plan integration reports, investigates and resolves integration errors.
  • Audits invoices to verify participant coverage and completes required records and reporting for federal, state, and provider rules.
  • Programs Workday for Open Enrollment, monitors and audits ongoing benefit processing.
REQUIRED QUALIFICATIONS
  • Bachelor’s degree in Accounting, Business Administration, Human Resources, or a related field.
  • Five (5) years of related payroll experience including extensive knowledge of payroll functions, internal control, out‑of‑state worker compliance, wage‑and‑hour regulations, timekeeping, and payroll taxes.
PREFERRED QUALIFICATIONS
  • Workday proficiency.
  • Ability to read, write and speak Spanish.

  • Knowledge of and ability to follow university policies and procedures.
  • Exceptional customer‑service orientation aligned with the university’s mission and vision.
  • Proficient in Microsoft Office 365 (Excel, Word, PowerPoint, Teams, SharePoint).
  • Excellent organizational, analytical, and problem‑solving skills.
  • Strong supervisory and leadership skills.
SPECIAL WORKING CONDITIONS

Work may be required outside of normal university hours, including weekends and evenings.

PHYSICAL REQUIREMENTS

Able to sit for extended periods of time and use a computer and office equipment.
