Job summary

The Arc of Greater Prince William / INSIGHT, Inc. seeks an experienced Program Manager for our Supported Living Program (SLP) to provide leadership and operational oversight for community-based services for adults with intellectual and developmental disabilities.

You will supervise staff, ensure high-quality, person-centered services, and drive compliance with DBHDS licensing and Medicaid Waiver requirements.

Qualifications

• Bachelor's degree in Human Services, Psychology, Social Work, Business Administration, Healthcare Administration, or related field; equivalent combination considered.
• Minimum of five (5) years of progressively responsible experience with IDD.
• Minimum of three (3) years of supervisory/management experience preferred.
• Experience with Supported Living/Residential/Medicaid Waiver/IDD services preferred.

Responsibilities

The Arc of Greater Prince William / INSIGHT, Inc. is seeking an experienced and dedicated Program Manager for our Supported Living Program (SLP) to provide leadership, supervision, and operational oversight for community-based services supporting adults with intellectual and developmental disabilities (IDD). The Program Manager is responsible for ensuring the delivery of high-quality, person-centered services that promote independence, self-determination, community integration, and meaningful life outcomes. This position oversees the Assistant Program Manager and Direct Support Professionals while ensuring compliance with DBHDS licensing regulations, Medicaid Waiver requirements, Human Rights regulations, and organizational policies.

Key Responsibilities

• Provide day-to-day leadership and operational oversight of the Supported Living Program and its program locations.
• Supervise, coach, mentor, and evaluate assigned supervisory and direct support staff.
• Ensure appropriate staffing levels and coverage based on the needs of individuals receiving services.
• Assist with recruitment, interviewing, onboarding, orientation, coaching, and retention of Supported Living staff.
• Monitor staff schedules, overtime, staffing patterns, and productivity.
• Ensure services are delivered in accordance with each individual's Individual Support Plan (ISP), Person-Centered Plan, and assessed support needs.
• Promote independence, informed choice, self-advocacy, dignity, and community inclusion.
• Participate in ISP meetings, annual assessments, interdisciplinary team meetings, and individual planning.
• Monitor individuals' progress toward identified goals and outcomes.
• Ensure individuals' rights, privacy, health, and safety are protected at all times.
• Conduct routine quality assurance reviews of documentation, service delivery, supported living residences, and overall program operations.
• Monitor THERAP documentation, ISP implementation, progress notes, incident reporting, medication administration, and other required records for accuracy and regulatory compliance.
• Ensure compliance with DBHDS licensing regulations, Medicaid Waiver requirements, Human Rights regulations, and organizational policies and procedures.
• Participate in licensing inspections, audits, Human Rights reviews, and quality improvement initiatives.
• Develop and monitor corrective action plans when deficiencies are identified.
• Ensure incidents, injuries, allegations, medication errors, and unusual events are properly investigated, documented, and reported.
• Respond to emergencies involving individuals, employees, or program operations.
• Monitor program expenditures, purchases, and the appropriate management of individual and household funds.
• Assist with budget planning and resource allocation.
• Foster positive working relationships with individuals, families, guardians, support coordinators, landlords, healthcare providers, employers, community partners, and regulatory agencies.
• Promote a culture of accountability, teamwork, professionalism, employee development, and continuous quality improvement.
• Participate in organizational committees, special projects, and strategic initiatives.
• Perform other duties as assigned.

Qualifications

Education & Experience

• Bachelor's degree in Human Services, Psychology, Social Work, Business Administration, Healthcare Administration, or a related field preferred. An equivalent combination of education and progressively responsible experience supporting individuals with intellectual and developmental disabilities may be considered.
• Minimum of five (5) years of progressively responsible experience supporting individuals with intellectual and developmental disabilities.
• Minimum of three (3) years of supervisory or management experience preferred.
• Experience with Supported Living, Residential Services, Medicaid Waiver services, or community-based IDD services strongly preferred.

Knowledge, Skills & Abilities

• Thorough knowledge of DBHDS licensing regulations, Medicaid Waiver requirements, Human Rights regulations, and person-centered practices.
• Knowledge of Supported Living philosophy and independent living supports.
• Strong leadership, coaching, and employee-development skills.
• Excellent organizational and time-management skills with the ability to manage multiple priorities and deadlines.
• Strong conflict-resolution, decision-making, and problem-solving abilities.
• Excellent written, verbal, and interpersonal communication skills.
• Ability to effectively supervise staff and operations across multiple program locations.
• Proficiency with Microsoft Office Suite, THERAP, and other electronic documentation systems.
• Ability to analyze reports, identify trends, and implement corrective actions.
• Strong commitment to quality assurance, regulatory compliance, and continuous improvement.
• Ability to build collaborative relationships with individuals, families, employees, and community partners.

Certifications & Requirements

• Valid Virginia driver's license with an acceptable driving record.
• Must be insurable under the Organization's automobile insurance policy.
• Successful completion of required criminal background checks and health screenings.
• CPR, First Aid, AED, Medication Administration Training (MAT), and other required certifications, or the ability to obtain and maintain them.
• Ability to regularly travel between supported living residences and community locations.
• Ability to participate in the required on-call rotation and respond to emergencies outside normal business hours.

Schedule & Work Location

This is a full-time, salaried/exempt position with a regular schedule of Monday through Friday, 9:00 a.m.-6:00 p.m. The Program Manager will also be on-call every other weekend to respond to urgent staffing, individual support, and operational needs.

The primary work location is the Main Office in Woodbridge, Virginia 22193. Regular travel to Supported Living residences and community locations throughout the service area is required.

Compensation

$68,000-$70,000 annually, based on relevant education, experience, knowledge, skills, and qualifications.
