Job summary

Northrop Grumman is seeking a Program Manager Level 2 to support the AN/SPY-6 Programs in the Power & Control Systems OU in Sykesville, MD. The role oversees cost, schedule and technical performance across the program lifecycle and leads cross-functional IPTs to meet objectives.

This on-site position requires US citizenship, ~10% travel, and involvement in proposal support, contract management, and risk handling while aligning with FAR/DFAR guidelines and defense program standards.

Qualifications

• Bachelor’s Degree and 8+ years, Master’s Degree and 6+ years, or a PhD and 4+ years of relevant project management experience.
• Experience leading tasks on schedule, at cost and achieving requirements as project lead or cost account manager.
• Experience with Earned Value Management (EVM).
• Experience leading or supporting proposal efforts and managing contracts.
• Strong communication and organizational skills for all levels of management and customers.
• Ability to travel domestically about 10%.
• U.S. citizenship required.

Responsibilities

• Lead all phases of the program life cycle from inception through closeout.
• Manage cost, schedule, and technical performance of programs and IPTs.
• Develop and maintain program baselines and budgets using EVM or similar methodologies.
• Contribute to proposals and negotiations with stakeholders.
• Identify, allocate, and manage program resources and risks.
• Ensure adherence to contract scope and internal processes.
