Job summary

Northrop Grumman is seeking a Manager, Programs Level 3 for the Power & Control Systems unit in Sykesville, MD. The role focuses on delivering the AN/SPY-6 program on time and within budget, leading cross-functional IPTs, and maintaining strong customer relationships.

The position requires a solid background in government contracting or complex programs, CAM experience, and the ability to obtain and maintain a Secret clearance. On-site work in Sykesville is required.

Qualifications

• Bachelor's degree and 8 years of experience or Master's degree and 6 years of experience in government contracts or project management.
• Experience leading performance on schedule and cost to meet all requirements.
• Strong communication with cross-functional teams and customers, including engineering.
• Control Account Management (CAM) experience.

Responsibilities

• Lead cross-functional IPTs to meet cost, schedule, and technical performance objectives.
• Manage program budgets, baselines, and Earned Value Management (EVM) processes.
• Develop and maintain program plans, schedules, and master baselines.
• Negotiate contracts, changes, budgets, and key terms with customers and suppliers.
• Present program status to executives and customers, and manage risk and opportunities.
