Job summary

Northrop Grumman’s Mission Systems division seeks a Deputy Program Manager for the Oceanic Systems portfolio, onsite in Annapolis, MD. You will guide a diverse team through design, development, delivery, and field operation of maritime capabilities, ensuring security compliance and stakeholder alignment.

The role requires strong leadership, 8+ years in management (or 6 years with a Master’s), and a Top Secret/SCI clearance.

Qualifications

• Active Top Secret/SCI clearance with CI polygraph.
• Bachelor’s degree in STEM or Business from an accredited institution.
• 8+ years of management and leadership experience, or Master’s with 6 years.
• Proven ability to drive programmatic battle rhythms.
• Strong leadership with direct customer engagement at executive/government levels.
• 3+ years of P&L responsibility as a CAM using EVM/IPT leadership.
• Experience managing program financials: awards, OM, OCF.
• Experience developing annual program baselines (budgets, staffing, subcontractors).
• Proven ability to lead cross-functional teams on Cost-Plus development programs.
• Risk and opportunity management experience.

Responsibilities

• Developing and executing program budgets and schedules to satisfy Customer and Company requirements.
• Cultivating and maintaining deep Customer and stakeholder relationships.
• Providing clear leadership and direction to the program team to achieve objectives.
• Managing program activities in compliance with Customer security requirements.
• Serving as a key company representative and point of contact for the program.
• Delivering program briefings to Customer leadership, technical teams, and corporate management.
