Job summary

Bridges to Change in Oregon City seeks a full-time Program Manager to lead program operations, supervise staff, ensure quality and compliance, and collaborate with community partners to deliver trauma-informed, recovery-oriented services.

The role requires QMHA and PWS certifications, leadership and case management experience in behavioral health, and a strong focus on cultural responsiveness and ethical practice.

Qualifications

• QMHA certification is required.
• PWS certification is required.
• Meets Oregon Administrative Rules for peer delivered services supervisors, including 1 year as PSS/PWS.
• Background check clearance required.
• Minimum 2 years leadership experience in behavioral health setting.
• Minimum 2 years of case management experience.
• Bachelor’s degree preferred.

Responsibilities

• Oversee program operations, direct supervisory and frontline staff, resolve complex issues.
• Guide program development and improve workflows, service delivery, and participant support.
• Collaborate with community partners and contractors to strengthen partnerships.
• Recruit, onboard, train, and retain program staff; manage performance.
• Provide staff supervision in alignment with guidelines and organizational expectations.
• Ensure adequate staffing coverage and scheduling; support supervisors.
• Collaborate with multidisciplinary team to ensure high-quality participant care.
• Monitor staff documentation to meet Medicaid-compliant standards.
• Foster inclusive, trauma-informed, recovery-oriented services.
• Identify and mitigate risks; escalate issues to senior leadership.
• Lead during incidents, ensure proper documentation and resolution.
• Ensure housing compliance and safety in partnership with Operations.
• Oversee contract compliance, QA, data collection and reporting.
• Promote cultural responsiveness and ethical practices.
