Job summary

New Narrative's Cultivating Community program in Portland seeks a Program Manager to oversee a 24/7 behavioral health shelter serving adults with severe mental illness. You will lead operations, supervise staff, coordinate with county/state partners, manage referrals, and ensure data-driven quality and crisis response.

The role requires a bachelor’s in behavioral sciences, a minimum of two years supervisory and crisis intervention experience, and CPR/First Aid certification.

Qualifications

• Bachelor’s degree in a behavioral science field from an accredited college or university
• Maintain active CPR and First Aid Certification
• A minimum of two years supervisory experience
• A minimum of two years of crisis intervention, prevention, and risk management
• Knowledge of low barrier shelter programming and the SPMI population
• Understanding of mental health service delivery in a shelter setting
• Demonstrated supervisory and leadership ability
• Ability to coordinate closely with a multi-disciplinary team as well as collaborate across multiple external agencies and partners
• Excellent written and oral communication skills

Responsibilities

• Oversee 24/7 behavioral health shelter operations and ensure safe, effective service delivery.
• Provide bi-weekly individualized supervision to all direct reports and conduct performance reviews.
• Track program data and audits; maintain comprehensive documentation.
• Serve as liaison for Multnomah County staff; attend county/state meetings.
• Manage referrals and waitlist; coordinate with referring partners.
• Participate in on-call rotation for crisis response and on-site support as needed.
• Monitor budget and resources; coordinate with program cardholders and vendors.
• Update program policies and procedures; ensure compliance with standards.
• Collaborate with HR on staffing and training; promote diversity, integrity, and growth.
• Ensure trauma-informed and person-centered care across the team.
