Qualifications

  • Experience managing budgets exceeding $3 million.

Responsibilities

  • Lead overall contract and project execution, including planning and budgeting.
  • Serve as primary interface with Contracting Officer, COR, TPOC, and NTIA stakeholders.
  • Direct staffing, workload prioritization, and day-to-day coordination across all task areas.
  • Monitor performance, milestones, deliverables, labor-hour utilization, quality, and objectives.
  • Lead contract kickoff activities and coordinate government meetings and reviews.
  • Prepare and present monthly status reports on accomplishments, staffing, metrics, risks, and activities.
  • Maintain risk, issue, action, and decision tracking with mitigation plans.
  • Coordinate with NTIA offices and external stakeholders to align with priorities.
  • Ensure reports and deliverables are accurate, timely, and compliant.
  • Foster a collaborative, high-performing team culture focused on accountability and data integrity.

Key Responsibilities
  • Lead overall contract and project execution, including planning, budgeting, staffing, resource allocation, quality management, and compliance.
  • Serve as the primary interface with the Contracting Officer, COR, TPOC, and NTIA stakeholders.
  • Direct staffing, workload prioritization, and day-to-day coordination across all task areas to ensure uninterrupted mission support.
  • Monitor performance, milestones, deliverables, labor-hour utilization, quality metrics, and contractual objectives; adjust resources and priorities as needed.
  • Lead contract kickoff activities and coordinate team participation in Government meetings, executive taskers, operational reviews, and cross-functional initiatives.
  • Prepare and present monthly status reports covering accomplishments, staffing, metrics, risks, issues, surge requirements, and upcoming activities.
  • Maintain risk, issue, action, and decision tracking and develop appropriate mitigation and contingency plans.
  • Coordinate with NTIA offices and external stakeholders to align contract activities with broader organizational priorities and mission objectives.
  • Ensure reports and deliverables are accurate, timely, objective, clearly written, and compliant with applicable federal and professional standards.
  • Foster a collaborative, ethical, and high-performing team culture focused on accountability, confidentiality, data integrity, and continuous improvement.
Minimum Qualifications
  • Master’s degree in a related field or current Project Management Professional (PMP) certification.
  • 7+ years of project management experience, including 3+ years managing large-scale Government contracts or complex financial management projects.
  • Experience leading diverse teams and managing budgets exceeding $3 million.
  • Demonstrated expertise in strategic planning, project controls, risk and resource management, quality oversight, and senior stakeholder engagement.
  • Experience supporting operational, agile, executive coordination, or Government mission-support environments.
  • Excellent written and verbal communication skills, sound judgment, and strong leadership abilities.
  • Ability to obtain and maintain a Public Trust designation or required security clearance.
Preferred Qualifications
  • Experience supporting the Department of Commerce, NTIA, or another federal civilian agency.
  • Experience managing labor-hour contracts, staffing plans, invoices, monthly reporting, and performance metrics.
  • Knowledge of federal budget execution, financial management, acquisition support, audit readiness, and internal controls.
  • Experience with Microsoft 365, SharePoint, ServiceNow, Power BI, Tableau, and federal financial or operational systems.
  • Agile, Lean Six Sigma, SAFe, or other process-improvement certification or experience.
Salary Range

$130,000–$160,000 annually. The anticipated compensation range represents TTC’s good-faith estimate at the time of posting. Actual compensation may vary based on experience, qualifications, contract requirements, and other job-related factors.
