Job Title: Program Manager


Reports To: Director of Delivery


Department: Infrastructure Development (NetDev)


FLSA Status: Exempt


Salary: $120-125,000 (firm, dependent on experience)


Location: Remote, but must reside in Eastern or Central Time Zone

Job Summary

The Program Manager (PGM) is responsible for establishing and maintaining strong, long-term client relationships, overseeing all aspects of client service programs. This role plays a key part in identifying and leveraging existing relationships to drive new business opportunities. The PGM ensures the successful execution of client deliverables while achieving profitability through accurate forecasting, budget analysis, and effective program management. This position is also responsible for hiring and allocating resources across multiple projects and providing leadership and guidance to Project Managers. The PGM ensures that all programs progress in alignment with Smartlink’s strategic objectives and business goals.


Essential Duties and Responsibilities


  • Establish and maintain ongoing long-term relationships with clients and leverage existing relationships to create new business opportunities.

  • Maintain clear understating of customer and sub-contractor contracts, pay points and invoicing systems.

  • Develop clear and detailed program plans that are feasible yet achievable and in accordance with Smartlink’s strategy and business goals.

  • Work with teams to maintain an accurate budget for each assigned project.

  • Deliver consistent, profitable results tied to Smartlink’s financial calendar through the forecasting, analysis, and management of services program budgets.

  • Interview and assess candidates and place personnel to maximize productivity.

  • Develop program teams through tactical onboarding of new talent and development of internal talent; train internal disciplines to lead their sites consistent with Smartlink policy and procedure.

  • Work closely with the internal executive team to develop business initiatives into clear objectives and concrete goals for the program teams.

  • Act as point of escalation for client and internal team.

  • Monitor the progress and results of the team, including contractors, and provide timely and effective evaluations and feedback.

  • Provide annual, quarterly, weekly, and ad hoc reporting pertaining to services program activity.

  • Contribute to Smartlink’s body of knowledge on process design, modeling, execution, monitoring, and optimization.

  • Maintain professional, ethical, and company standards at all times.

  • Champion Smartlink’s beliefs and values through everyday actions.

  • Other duties as assigned.


Qualifications and Requirements


  • Strong leadership and mentoring skills, to include coaching and development of future leaders.

  • Strong financial leadership skills and proven experience in the analysis and management of budgets.

  • Demonstrated success in developing and managing program teams and programmatic work that involve high levels of collaboration.

  • Extensive knowledge of the wireless industry and its practices, including leasing, zoning, and construction.

  • Ability to thoughtfully provide feedback and adapt behavior to feedback received.

  • Result oriented with the ability to balance all business considerations.

  • Strong demonstrated ability to prioritize, a commitment to tight deadlines, and problem resolution skills.

  • Strong program management and timeline management skills.

  • Proven excellence in managing large numbers of details and logistics.

  • Strong written and verbal communication with excellent interpersonal, coaching, and negotiating skills.

  • Proficient at MS Office, especially Excel.

  • Demonstrated ability to think strategically and align business processes to organizational objectives.

  • Excellent judgment and decision-making skills, including maintaining a high level of confidentiality.

  • Ability to adapt to a changing environment.

  • The ideal candidate will have 10 years of experience in the telecommunications industry; including experience in a lead, supervisory, or Project Management role.

  • Bachelor’s degree or the equivalent combination of education and/or experience.

  • Project Management Professional (PMP) certification is desired but not required.


Travel Requirements


  • Moderate travel (<30%) is expected in association with performing this position.
