Job summary

Jobtailor in Hawaii is seeking an experienced financial program manager to lead budgeting, forecasting, and EAC processes for complex government contracts. You will oversee invoicing, accruals, revenue projections, and cost control across multiple task orders, while driving reporting and process improvements.

The role requires deep finance knowledge, strong analytical capabilities, and collaboration with cross-functional teams, including program, contracts, and procurement.

Qualifications

  • BA degree and 12–15 years of prior relevant experience or Master’s with 10–13 years of prior relevant experience.
  • Experience with multiple contract types (CPAF, CPFF, T&M, and hybrid) in a government contracting environment.
  • Advanced proficiency in Microsoft Excel and strong proficiency in PowerPoint, Word, and Teams.
  • Experience with Power BI, PowerPivot, and SQL; willingness to learn Python for data analysis, manipulation, and automation.
  • Deep working knowledge of Insight, including upload forms, drill-through forms, and ad hoc analysis capabilities.
  • Proficiency writing Oracle Analytics Cloud (OAC) queries.
  • Strong understanding of finance and accounting principles, revenue recognition, project control, BOEs, cost accounting, journal entries, and financial statement analysis.
  • Experience with invoicing support, accruals, program financial revenue projections, variance analysis, and contract deliverables.
  • Excellent analytical skills and ability to identify financial drivers and perform high-level and detailed analysis.
  • Strong attention to detail and accuracy; ability to work independently and collaboratively.
  • Strong organizational, analytical, communication, presentation, and interpersonal skills.
  • Experience redesigning business processes to improve efficiency.
  • Preferred: basic or intermediate Python or similar programming experience
  • Preferred: experience with Leidos tools, FP&A, contract setup, EVM, AI models/prompt engineering, and FEDSIM/AAS

Responsibilities

  • Define the program’s financial goals and objectives
  • Create and maintain program and project budgets
  • Analyze progress against the program baseline and identify risks and opportunities
  • Develop and refine financial forecasts, budgets, and Estimates at Complete (EAC)
  • Prepare quarterly EACs, Annual Operating Plans, and Long Range Plans
  • Manage lifecycle financial activities across Task Orders, including project setup, invoicing support, accruals, projections, subcontractor and funding tracking, period close, and variance analysis
  • Support monthly closing of revenue, operating income, and operating cash flow measurements
  • Lead Work Breakdown Structure development, work authorization, funding management, material control, cost collection, technical performance, and reporting
  • Manage subcontract and Intercompany Work Order financial activities
  • Participate in invoicing, including documentation reconciliation, invoice issuance, and approval coordination
  • Build reports, dashboards, and quantitative displays for program performance and financial metrics
  • Liaise between program and project performing teams and coordinate project performer meetings
  • Collaborate with program, finance, contracts, procurement, operations, and technical personnel
  • Support proposal development through cost modeling, cost volumes, business cases, and pricing reviews
  • Drive innovation, automation, and process improvements
  • Handle ad hoc internal and external customer requests
