Job summary

Grunley Construction Company, Inc. is seeking a Program Director to lead the pursuit and execution of a CBP program along the southern border.

You will build and manage a network of local subcontractors, coordinate with CBP/DHS officials, and steer pricing, term negotiations, and delivery across remote sites. The role blends business development, subcontractor network building, and federal program operations, reporting to the President.

Qualifications

• Bachelor’s degree in Engineering, Construction Management or related field.
• 10+ years of construction leadership with federal government contracting experience.
• Direct experience with CBP, DHS, GSA or other federal agencies delivering infrastructure in remote or border-region environments.
• Knowledge of FAR and federal government contracting requirements.

Responsibilities

• Develop relationships with CBP/DHS and program stakeholders.
• Identify and build a network of local subcontractors across southern border regions.
• Lead proposal, pricing, and contract negotiation for task orders.
• Oversee delivery of awarded projects across remote, border locations.
• Report program status to senior leadership.
