Job summary

Grunley Construction is seeking a Program Director to lead pursuit and execution of the CBP program across the southern border region. The role combines business development, subcontractor network building, and federal program operations, reporting to the President.

You will build regional teams, negotiate with CBP and DHS, ensure FAR compliance, and oversee safety, quality, and cost across a dispersed project portfolio.

Qualifications

• Bachelor’s degree in Engineering, Construction Management or related fields.
• This position requires a minimum of ten (10)+ years of construction leadership experience, including significant federal government contracting experience.
• Direct experience with CBP, DHS, GSA, or other federal agencies delivering infrastructure in remote or border-region environments.
• Demonstrated success negotiating both government contracts and subcontractor agreements.
• Working knowledge of FAR and federal government contracting requirements.

Responsibilities

• Market & Relationship Development: Serve as Grunley's primary relationship owner with CBP and DHS contracting, program management, and engineering stakeholders.
• Pursuit & Preconstruction Management: Lead the proposal and pricing process for each pursuit in partnership with Grunley’s preconstruction team and local sub partners.
• Contract Negotiation & Execution: Lead negotiation of final task order value and terms with CBP contracting officers and subcontractors.
• Organization & Culture: Build a lean program management structure and establish Grunley safety, quality, and reporting standards.
• Report program pipeline and financial/risk performance directly to leadership.
