Job summary

The City of New York’s Department of Homeless Services (DHS) is recruiting for an Administrative Director of Social Services M-III to oversee shelters and social services in a large governmental context. The role emphasizes safety, compliance, and effective service delivery.

Responsibilities include supervising contracts, evaluating program performance, coordinating with providers and Community Boards, and leading special initiatives to reduce homelessness and improve client outcomes.

Qualifications

• Bachelor's degree and four years of progressively responsible experience in a large governmental agency, business firm, civic or community organization.
• Graduate education or a license may substitute for up to three years of experience, with limits.
• LCSW/LMSW license may substitute for three years of experience.

Responsibilities

• Oversee administration of directly operated and/or contracted facilities, ensure safe and well-maintained environment.
• Ensure compliance with mandates and agency standards governing right to shelter and shelter conditions.
• Respond to critical incidents and other significant events affecting clients’ health and safety; conduct routine site visits.
• Oversee program activities and the provision of social services for optimal delivery.
• Analyze program performance and placements relative to goals, targets, and outcomes.
• Identify needs and recommend improvements; enhance communication between the agency and providers.
• Supervise shelter contracting processes and ensure compliance with terms and agency policies.
• Evaluate RFPs, participate in contract negotiations, and help plan policies and procedures.
• Liaise with Community Boards to maintain cooperative relationships in the community.
