The Norfolk Community Services Board (NCSB) provides treatment, support, and education to the community with a focus on mental illness, substance use disorders, and intellectual/developmental disabilities. Norfolk CSB provides services to persons in acute crisis as well as integrated, person-centered, and recovery-oriented programming for persons needing assistance and support stabilizing in the community.

The NCSB is seeking to hire a Program Administrator - Shelter Plus Care for their Housing and Homeless Services division. The Shelter plus Care Program Administrator will oversee the housing program operations to include supervision of staff, data entry, fiscal management, admission and discharge of program participants, compliance with HUD regulations, and staff recruitment. This position will also provide administrative and policy support, consultation information, community outreach and engagement, leadership, and supervision.
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent. Three years of experience in program management or related field. May require that two years of experience are in treatment of persons with substance abuse and mental health issues in a correctional setting, with two years supervisory experience, depending on area of assignment.
Bachelor's Degree in Human Services or related field.
Two Years of increasingly responsible experience to include direct services to individuals experiencing homelessness and individuals with behavioral health disorders.
Experience supervision grant-funded programs.
