You will supervise staff, handle data entry, fiscal management, admissions and discharges, and ensure HUD compliance.

This public service role requires a Bachelor's degree and three years in program management, with possible two years in substance use/mental health treatment in a correctional

Qualifications

  • Bachelor's degree in Human Services or related field (or equivalent) required.
  • Three years of program management or related experience.
  • Two years experience in treatment of substance use/mental health in a correctional setting may be required, with two years supervisory experience.
  • QMHP-A preferred.

Responsibilities

  • Administers programs and services in accordance with policies and licensure/accreditation standards.
  • Develop programming and staffing in accordance with grant requirements.
  • Monitors program operations, activities, reporting, and outcomes.
  • Provides advocacy for clients and serves as liaison to other Supervisors.
  • Provides regular supervision of staff on an individual basis.
  • Develops treatment and resources to meet consumer needs and staff operations.
  • Develops increased housing opportunities through outreach activities.
  • Provides feedback and reporting to grant funders.
  • Provides educational sessions to the community and staff training.

Education

The Norfolk Community Services Board (NCSB) provides treatment, support, and education to the community with a focus on mental illness, substance use disorders, and intellectual/developmental disabilities. Norfolk CSB provides services to persons in acute crisis as well as integrated, person-centered, and recovery-oriented programming for persons needing assistance and support stabilizing in the community.

Today, the NCSB provides treatment and rehabilitation services to over 6,000 Norfolk citizens yearly. The NCSB is seeking to hire a Program Administrator - Shelter Plus Care for their Housing and Homeless Services division. The Shelter plus Care Program Administrator will oversee the housing program operations to include supervision of staff, data entry, fiscal management, admission and discharge of program participants, compliance with HUD regulations, and staff recruitment. This position will also provide administrative and policy support, consultation information, community outreach and engagement, leadership, and supervision.

Departmental Hiring Salary Range: $62,732- $71,987
Essential functions include but are not limited to:
  • Administers programs and services in accordance with the programmatic, personnel and fiscal policies and procedures of the Norfolk Community Services Board and regulatory agencies, such as licensure and accreditation standards.
  • Develop programming and staffing in accordance with grant requirements.
  • Monitors and oversees team and program operations, activities, reporting, and outcomes.
  • Provides internal and external advocacy for systematic responsiveness to project consumers.
  • Serves as the liaison to other Program Supervisors and communicates with them about service barriers.
  • Provides regular supervision of staff on an individual basis at least monthly.
  • Develops treatment and basic needs resources to meet the needs of consumers and for staff operations.
  • Works to develop increased housing opportunities through outreach activities.
  • Provides feedback and reporting to grant funders for grant activities.
  • Provides educational sessions to the community and training to staff, community, and partner organizations.

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent. Three years of experience in program management or related field. May require that two years of experience are in treatment of persons with substance abuse and mental health issues in a correctional setting, with two years supervisory experience, depending on area of assignment.

Preferred Education/Experience:

Bachelor's Degree in Human Services or related field.

Two Years of increasingly responsible experience to include direct services to individuals experiencing homelessness and individuals with behavioral health disorders.

Experience supervision grant-funded programs.

  • Valid Driver's License may be required depending on assignment.
  • QMHP-A preferred.
