Job summary

Position Summary & Responsibilities

The position (K0239384)

Directs and oversees the operations of the Solid Waste Permits Section to ensure that program staff apply regulations and BWM policies correctly, and ensure work is completed and reviewed by appropriate staff by monitoring the monthly metrics reports and tracking project timelines. Work of the section includes (1) Managing permitted activity for active solid waste facilities including landfilling, groundwater monitoring at landfills, composting, solid waste processing, and transfer station operation; (2) Reviewing applications for new permits and permit modifications of solid waste landfills; (3) Reviewing applications for approvable activities such as special wase disposal, composting, land application, disposal without a permit, and landfarming; (4) Reviewing environmental sampling reports for landfill gas and groundwater monitoring; and (4) Reviewing closure and post-closure cost estimates for permitted facilities to ensure adequate financial assurance. Work includes setting performance goals, supporting staff development, training new staff, providing technical guidance to staff, communicating expectations to all section staff, and stimulating productivity.

Job Responsibilities may include but are not limited to the following:

Directly supervise the Solid Waste Landfills Unit Chief, Solid Waste Hydrogeology Unit Chief, Solid Waste Processing Unit Chief, and the Chanute office engineer. Use the Kansas Learning and Performance Management System to establish annual performance objectives and document at least mid-year feedback sessions and annual performance evaluations. Apply personnel policies consistently and equitably to staff. Establish track performance metrics and work with Unit Chiefs to resolve deficiencies in program performance. Review and approve Section work products as appropriate including correspondence, permits, and approvals. Promote teamwork and a positive work environment.

  • Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State
• Minimum Qualifications:
  • Three years of experience in planning, organizing, and directing the work of a department, program, or agency.
