Job summary

Texas Health and Human Services Commission in Austin is seeking a Purchaser III to perform journey-level procurement activities, adhering to state laws and agency guidance. The role involves purchasing goods and services, reviewing bids, and maintaining detailed records within the Centralized Accounting and Payroll/Personnel System (CAPPS) and related processes.

Qualifications

• Graduation from high school or equivalent.
• At least 6 months of purchasing, administrative support or customer service experience.
• Must obtain Certified Texas Contract Developer (CTCD) within 6 months of hire.

Responsibilities

• Reviews assigned requisitions and enters required information in procurement system of records.
• Assists with procurements using cost-effective purchasing methods based on laws, rules, policies and guidelines.
• Maintains timely compliance by uploading complete procurement files to system of records.
• Identifies bidders, evaluates information from bidders, and tabulates bids to determine lowest and best value.
• Monitors volume targets using system reports and maintains required documentation.
• Collaborates with warehouse, accounting, and agency staff on PO issues and responds within required timelines.
• Delivers excellent customer service aligned with PCS Core Customer Service Principles.
• Performs other duties including participation in procurement-related events and support for disaster response and business continuity.
