Job summary

Shenling Environmental Systems Co., Ltd. is hiring a Procurement Manager to build and lead the U.S. procurement function, establishing a local supplier network and sourcing strategies aligned with headquarters.

You will own the 0-to-1 procurement buildout, from supplier development to framework agreements, enabling scalable growth in North America. You will identify and qualify U.S.-based suppliers, manage end-to-end purchasing, and coordinate with engineering and production teams to ensure

• Bachelor's degree in Supply Chain, Procurement, Engineering, or related field.
• 5+ years of procurement or supply chain experience, with HVAC sector experience.
• Proven experience in supplier development and contract negotiation.
• Solid understanding of sourcing, bidding, contracting, order tracking, and reconciliation.
• Strong analytical skills with proficiency in Excel or procurement systems.
• Strong risk identification and problem-solving capabilities.

Responsibilities

• Source and procure production materials for liquid cooling equipment, including mechanical parts, electrical components, fluid system parts, and specialized raw materials.
• Identify, qualify, and manage U.S.-based suppliers meeting HQ specs and quality standards.
• Lead supplier negotiations on pricing, lead times, payment terms, and long-term supply agreements.
• Establish and maintain a robust supplier database to support production needs and resilience.
• Coordinate with HQ engineering and production teams to align procurement specs with manufacturing requirements.
• Manage purchase orders end-to-end from RFQ to delivery tracking and invoicing.
• Monitor market trends and supply risks for key materials; develop contingency plans for critical components.
• Support onboarding of ASPs for U.S. data center projects as needed.
• Assist with service-related procurement, including subcontractor agreements and field service support coordination.
• Ensure all procurement activities comply with company policies and trade regulations.

About the Role

We are seeking a Procurement Manager to build and lead our procurement function for North American market. This role will focus on establishing the local supplier network, driving sourcing strategies, and implementing standardized procurement processes in alignment with headquarters. You will take full ownership of the 0-to-1 procurement system buildout – from supplier development and negotiation to framework agreements – supporting the efficient scaling of our U.S. business.

What You'll Do

• Source and procure production materials for liquid cooling equipment, including mechanical parts, electrical components, fluid system parts, and specialized raw materials.
• Identify, qualify, and manage U.S.-based suppliers capable of meeting headquarters' technical specifications and quality standards.
• Lead supplier negotiations on pricing, lead times, payment terms, and long-term supply agreements.
• Establish and maintain a robust supplier database to support ongoing production needs and supply chain resilience.
• Coordinate with headquarters' engineering and production teams to align procurement specifications with manufacturing requirements.
• Manage purchase orders end-to-end – from RFQ and PO issuance to delivery tracking and invoice reconciliation.
• Monitor market trends and supply risks for key materials; develop contingency plans for critical components.
• Support the identification and onboarding of ASPs (Authorized Service Providers) for U.S. data center service projects as needed.
• Assist with service-related procurement, including subcontractor agreements and field service support coordination.
• Ensure all procurement activities comply with company policies and applicable trade regulations.

Qualifications

Required

• Bachelor's degree in Supply Chain, Procurement, Engineering, or a related field.
• 5+ years of procurement or supply chain experience, with at least 2 years in HVAC related industry.
• Proven experience in supplier development and contract negotiation.
• Solid understanding of the full procurement lifecycle (sourcing, bidding, contracting, order tracking, reconciliation).
• Strong analytical skills with proficiency in Excel or procurement systems for cost analysis.
• Strong risk identification and problem-solving capabilities.
