Job summary

State of Maryland seeks a Data Analyst for the Maryland Department of Human Services, Procurement Unit, to evaluate procurement processes and performance data. The role develops recommendations to improve efficiency and compliance, prepares reports, and supports system implementations.

The position works with internal teams and stakeholders across 24 local departments of social services, delivering training and coaching on best practices in procurement analytics and data governance.

Qualifications

• Experience using pivot tables and BI tools to analyze data.
• Experience with Microsoft Office Suite.
• Experience building dashboards and reports to support decision-making.
• Experience writing SQL queries to extract, clean, transform, and aggregate data.
• Strong communication and presentation skills.
• Experience training staff on new processes or tools.

Responsibilities

• Research procurement practices and data to identify gaps and inefficiencies.
• Analyze data and performance metrics to forecast outcomes and suggest improvements for procurement activities across programs.
• Develop and present dashboards and reports to senior management with actionable recommendations.
• Collaborate with stakeholders to align recommendations with the agency's mission and ensure implementation of improvements.
• Support the implementation of new procurement systems and provide training on updated procedures.
