About Office of Contracts and Procurement
The Office of Contracts and Procurement (OC&P) supports all ODHS and Oregon Health Authority offices by procuring supplies and services cost-effectively through innovative and responsible solutions, providing statewide contractual and purchasing services.
Summary of Duties
As a Contract Specialist 3, you will:
This role involves negotiating and developing IT solicitations, contracts, intergovernmental, and grant agreements for ODHS, OHA, and HCC, ensuring compliance with laws, rules, policies, and criteria.
Contract Planning, Development, and Negotiation: Develop complex contracts and agreements reflecting program needs, including performance criteria, ensuring legal sufficiency and compliance.
Solicitation Planning and Development: Create detailed technology solicitation documents with program staff, ensuring scope, terms, and evaluation criteria meet procurement laws.
Technical Assistance: Engage with stakeholders to identify needs, guide program staff in solicitation and contract development, and collaborate on training and informational sessions on procurement laws and practices.
Minimum Qualifications
Preference for candidates with Oregon Procurement Basic Certification or higher, or a National Certification.
